Abandoned Vehicles

The Council will remove vehicles that have been unlawfully abandoned on the highway or on any land in the open area.

Access (persons with disabilities)

The Building Control Section in the (Department of Regulatory Services, Planning Development Control Division) employs an Access Officer who is responsible for advising the council on access improvements for the disabled to buildings and places with public access within the borough. Accounts Payable (invoices)

Exchequer Services is responsible for payment of invoices from organisations and individuals who have provided goods and services to the Council.  Although initial contact should be made to Exchequer Services on tel: 01329 236100, ext: 2328, or e-mail exchequer@fareham.gov.uk, it may be necessary to refer enquiries to the department that placed the order.  Suppliers can take certain steps to help the Council pay their invoices on time. One step is to register for payment by BACS Direct Credit.

 

Act Now Cards

We aim to provide our customers with the highest quality service and welcome any comments, complaints or compliments you may have as a positive step towards achieving this aim. An Act Now Card gives you the opportunity to pass on your views about our service. These cards are available in most public libraries and at the Civic Offices. On receipt of an Act Now card we will endeavour to respond to you within five working days.

Admiral Lord Nelson's Monument - Portsdown Hill  

Admiral Lord Nelson's Monument is situated on Portsdown Hill and was built to honour him in celebration of his victory over the French at the Battle of Trafalgar.  For further information please visit the Royal Naval Museum's website (this is an external hyperlink).

 

Adoption of Open Spaces

Liaison with developers and the Department of Planning & Transportation in relation to the provision of, laying out of, and finally adoption of, open space. Adoption of Roads

In general terms, the council has no responsibility for maintaining private streets. These may be streets which the owners wish to remain private or more recently-constructed streets to serve developments. In the latter case, the developer may apply for the street to be adopted by the council.

Adult Education

Hampshire County Council is the Local Education Authority (this is an external hyperlink) for adult education and lifelong learning (this is an external hyperlink) in the Fareham area. We also have a schools within fareham map to help you find a local adult education centre.

 

Affordable Housing

The council no longer directly provides new housing for rent, but works closely with other organisations, especially housing associations, enabling them to build new homes or to acquire existing dwellings, for households that require rented accommodation.  Further information on affordable housing.

 

After School Clubs/Breakfast Clubs

Out of school services (this is an external hyperlink) are for school-age children to play and learn and have fun in groups. They are usually based in or near schools and more are being set up to help families where parents work. A number of after school clubs and breakfast clubs operate in the Fareham area.

Air Travel

The journey planner provides access to information on air travel from both Southampton (Eastleigh) and Bournemouth airports.

 

Alcohol Exclusion

In order to tackle alcohol related crime, disorder and nuisance, as well as underage drinking, Fareham Borough Council has banned the consumption of alcohol in public places.  Further information is available on our safer communities pages.

 

Allotments

There are eleven sites throughout the borough offering a range of plot sizes for those interested in organic gardening and growing their own produce.  Unfortunately due to the high demand for allotments within the borough there are currently no plots available. Waiting lists are held for the sites in Portchester, the Western Wards and Fareham. Those on waiting lists may have some time to wait before a plot becomes available. We apologise for any disappointment

Animals (The keeping of animals - byelaw)

The keeping of animals byelaw, enforced by the council, relates to the keeping of pigs, horses, asses, mules, donkeys and/or cattle in domestic situations. Anti-Social Behaviour

Anti-social behaviour is very subjective and what one person perceives as anti-social another may not. Anti-social behaviour if left unchecked can lead to neighbourhood decline whilst seriously damaging the quality of life for people who are directly or indirectly affected.

The legal definition of anti-social behaviour (Crime and Disorder Act 1998) is 'behaviour that causes harassment, alarm or distress to one or more persons not of the same household' as him or herself.

Avian Flu

Avian influenza, also known as bird flu has dominated the headlines recently due to the spread of the H5N1 virus between both wild and domestic birds across South East Asia, Russia and parts of Europe.  There is global concern that the current strain of the disease could mutate into a form that could become highly contagious and lead to a human pandemic, however the risk of this is currently low.  For more information on avian flu please contact the Department of Regulatory Services, Environmental Health Division, telephone 01329 236100 or e-mail regulatory@fareham.gov.uk.

 

Audit (Internal) 

The Council has an internal audit team that provides a comprehensive and independent internal audit service that covers all the Council's services. Particular emphasis is placed on systems audit, contract audit and value for money, and the Internal Audit Section works closely with the Council's external auditors.
