I have a business, how can I offer my services to the Council?
Contrary to popular belief Fareham Borough Council does not maintain a list of contractors and suppliers. We do, however, endeavour to ensure fair competition for all services and supplies by advertising contracts and tenders using the South East Business Portal and where appropriate, local press and specialist trade journals.
Contractors and suppliers are requested to join the the South East Business Portal (SEBP) (this is an external hyperlink) so that opportunities can be prompted by an automated e-Mail alert. Contractors and suppliers can submit an expression of interest in response to opportunities electronically when they are advertised. These expressions can only be accepted when received electronically or in hard copy format, and must include all other information requested within the advert (normally a short Pre-Qualification Questionnaire). Verbal expressions of interest will not be accepted.
What about Approved and Select Lists?
The Council does not generally use an approved list, unless this is the chosen route for procuring a particular supply. We have, however, adopted the use of recognised third party accreditation schemes to achieve a consistent vetting standard across Council contracts. We will, therefore, usually expect our suppliers and contractors to be pro-active concerning accreditation.
While we will continue to publicise tender opportunities and encourage supplier interest in the Council's contracts, the achievement of a recognised accreditation standard will be a key component of our sourcing process.
Where do you advertise?
All contract opportunities will be advertised on the Council’s pages of the South East Business Portal. Dependent on the nature and value of the contract in question, we may also publicise in the local press, specialist trade journals and the OJEU journal. To be sure that you don't miss out, businesses are encouraged to register on the South East Business Portal (SEBP) (this is an external hyperlink).
Do I have to complete a Pre Qualification Questionnaire (PQQ) for every tender I apply for?
Again, this is dependant on the nature of the tender, but usually, the answer to this will be yes. By doing this, we are able, as a public body spending public money, to provide a full audit trail of each and every purchase we make.
We do, however, endeavour to provide our PQQ's in a simple, consistent format and will aim to draw the majority of information from the supplier's quoted third party accreditation partner, where this is feasible.
How can I improve my chances?
There are a number of ways in which you can improve your chances of being successful.
The first is being prepared for tenders as they are due to for release, i.e. keeping an eye on the South East Business Portals contracts store and the contract expiry date of the contracts your company may be interested in.
Register on the South East Business Portal (SEBP) (this is an external hyperlink) to receive automated prompts of any tenders as they are released, directly to your nominated email account.
When expressing an interest or completing a PQQ, ensure you follow the instructions issued, answering all questions and returning all documents/evidence requested and making sure this is provided in the format required.

Do not answer the questions by sending in company annual reports/brochures that require the evaluation team to search for the information required

Be honest and open. If you are unable to answer a question give the reason why
Failure to follow the above two bullet points can severely restrict your chances, and may even result in your application being dismissed.
Become accredited through a recognised accreditation provider. This will enable you to be “fit to supply” and reduce the cost and time involved in the tendering process for both the Council and yourself.
What is your policy on insurance?
Insurance requirements will be stated within tender/contract documents. However as a minimum most contracts will require the contractor to be covered by an Employers and Public Liabilities Insurance to the value of £5,000,000.
What is your policy on health & safety requirements?
Fareham Borough Council is committed to ensure the health and safety of its residents, visitors, employees and users of all its facilities and services. Health and Safety will therefore form an integral part of the evaluation criteria for all relevant tenders.
Health and Safety also forms an important part of the third party accreditation process.
As part of this on going commitment we continually assess and monitor the way in which contractors and suppliers provide their services to Fareham, whilst also reviewing the way in which we carry out such assessments.
What is your policy on contractors and the environment?
Fareham Borough Council will look to work with Contractors and Suppliers who support the Council's principles of a sustainable environment contained in the Procurement Strategy.
What are your terms for payment?
Where the Council enters into a formal contract, the terms and conditions are stated within the tender documents and/or negotiated with the successful tenderer. These terms of payment will generally be based on our standard terms for purchase orders, which are, that payment will be despatched 30 days from receipt of a valid and correctly presented invoice for works, goods or services performed.
Can we do business electronically?
Yes. The Council is fully committed to using technology as a way of easing the 'Procure to Pay' process both for itself and for its suppliers. A number of initiatives have already been put in place and continue to be developed.

How is my Company affected by Freedom of Information (FOI)?
The Freedom of Information Act applies to all information held by public bodies. It also applies to specifically designated private companies that perform public functions but not to other private companies. Please refer to the Department for Constitutional Affairs website (this is an external hyperlink) for more information. However, all of the information that the Council holds about your company is covered by FOI, as is any information that you hold on the Council's behalf.

What is the purpose of the Freedom of Information Act? Display Answer Hide AnswerThe purpose of the Act is to promote greater openness by public bodies, including local authorities such as the Borough Council. Individuals already have the right to access personal information about themselves under the Data Protection Act 1998. As far as public authorities are concerned, the Freedom of Information Act has now extended this right to allow the public access to all types of information held by the authority. One of the ways in which the Council aims to give the public access to information is by publishing and maintain a Publication Scheme.

What sort of information can I seek access to? Display Answer Hide AnswerYou can apply for access to any information recorded in any form held by any of the wide range of bodies covered by the Act. This includes the right to seek access to actual documents and records held by the authority.
What is the Publication Scheme? Display Answer Hide AnswerThe Council''s Publication Scheme is simply a guide to the types of information that the Council will make available to the public as a matter of routine. As well as describing the types of information that the Council will make available, the scheme also indicates whether a charge is made and also the form in which the information is published.
How can I obtain the information contained in the Publication Scheme? Display Answer Hide AnswerThe Council''s Publication Scheme identifies which of the Council''s departments holds the information you are requesting.
What can I do if the information I want is not listed in the Scheme? Display Answer Hide AnswerIf the information is not available within the Publication Scheme, the information should be requested either by downloading and completing the ''Freedom of Information'' application form, by writing a letter or sending an e-mail.
How do I make a request for information? Display Answer Hide AnswerRequests for information should be in writing and be clear enough to enable the Council to identify and locate the information requested. However, if we need further clarification from you in order to identify and locate the information requested, then we will tell you what clarification we require.
What happens if the Council doesn't understand what information I want? Display Answer Hide AnswerIf the Council needs further clarification from you in order to identify and locate the information requested, then we will tell you what clarification is required. In those cases, the Council is not obliged to supply the information to you unless you give the further clarification that is requested.
If the Council refuses my application for information, will I be told why? Display Answer Hide AnswerIf the Council decides not to disclose the information that is requested, you are entitled to know why. The Council must give notice to you that the information is not being disclosed, must specify which exemption is being relied upon and, if it not obvious, explain why the exemption applies in that particular case.
The notice will give particulars of the Council''s procedures for dealing with complaints and of the right to apply to the Information Commissioner.
What are my rights if the Council refuses to disclose information I have requested? Display Answer Hide AnswerThe Council already has in place a procedure for dealing with complaints and applicants who consider that their request has not been handled properly may make a complaint through this procedure.
Where the outcome upholds the Council''s original decision, the applicant has the subsequent right to apply to the Information Commissioner''s Office, who will investigate the complaint and determine whether the request for information has been dealt with in accordance with the requirements of the Act. Can the Council charge for supplying me with the information? Display Answer Hide AnswerIf information is requested that is contained in the Council''s Publication Scheme, the Scheme identifies where a charge for providing that information. If the request is made under the provisions of the Freedom of Information Act, a fee will be charged which will be calculated according to the Government''s Fee Regulations.
Where such a fee is charged, it will be necessary for it to be paid in advance. If the fee is not paid within three months of the original request, the request will be considered lapsed.
How can I obtain information about myself? Display Answer Hide AnswerPersonal information relating to an applicant is exempt from the Freedom of Information Act. The right to know whether personal information is held, and if so, to have access to it is covered by the provisions of the Data Protection Act 1998.
Will other people be able to see personal information about me? Display Answer Hide AnswerA great deal of the information which the Council holds is personal and private to particular individuals. The Freedom of Information Act 2000 does not deal with this. Therefore, the Freedom of Information Act does not, for instance, make public confidential information about an individual''s Council Tax payments, Benefits, tenancy and other arrangements with the Council. In other words, your private affairs and any business that you have with the Council as an individual is not the subject of the Act. The relevant legislation is the Data Protection Act 1998.
