The Constitution

The Council has a written Constitution which sets out how decisions will be made and the rules and procedures under which the Council will operate. Extracts from that Constitution have been used throughout this web-site to describe the decision-making system and the powers of the councillors involved in that process. It has also been used to let you know who your councillors are, who holds particular office and what your rights are to attend and address meetings of the Council. The Constitution has been set out in eight parts.

 Part One - The Constitution

Part Two - Responsibilities for Functions

Part Three - Procedure Rules

Part Four - 'Stand Alone' Supporting Documents

Part Five - Codes of Conduct and Practice

Part Six - Members' Allowances

Part Seven - Senior Management Structure

Part Eight - Councillors
