Decision-making prior to May 2002

Prior to May 2002 the Council divided its business between 5 major committees and several sub-committees. Their broad functions, together with that of the Council itself, are detailed below.

The Council

The Council comprised all 42 elected councillors. It had overall responsibility for the services provided by the authority, although much of the detailed work in managing the services was carried out by the committees and sub-committees.

Policy and Resources Committee

The Policy and Resources Committee dealt with the Council's social and economic policies and was responsible for the management of the Council's staff, financial resources and assets.

Health and Environment Committee

The Health and Environment Committee was responsible for all environmental health matters in the Borough including refuse collection and street cleaning, pollution issues, food safety and health matters generally. They also managed all licensing and registration functions and looked after cemeteries and burials.

Housing Committee

The Housing Committee was responsible for all social housing issues and managed the Council's housing stock. It was also responsible for the standards of the private housing stock in the Borough.

Leisure Committee

The Leisure Committee managed all the Council's leisure facilities, such as Ferneham Hall and the Fareham Leisure Centre, as well as all outdoor sports and recreation facilities.

Planning and Transportation Committee

The Planning and Transportation Committee was responsible for determining land use policies and the future pattern of development in Fareham. It also managed highways matters as an agent for Hampshire County Council. It had a major sub-committee determining all planning applications and development control issues in the Borough.
