Members' Allowances

Anyone elected as a councillor may claim payments for carrying out their duties and the Council has a scheme of allowances under which these payments are made. They include a basic allowance, payable to all councillors, and special responsibility allowances, payable to some councillors with additional responsibilities.

The basic allowance is intended to recognise the time commitment that all councillors have to make, including such inevitable calls on their time as attending a variety of meetings and dealing with constituency matters; and it is to meet incidental costs, such as those incurred when using their homes for council business. The basic allowance is the same for all councillors.

The special responsibility allowances are available to those councillors who have significant extra duties and responsibilities, such as the Executive Leader, the leader of a political group, or the chairmen and vice-chairmen of committees.

There are also various miscellaneous allowances available to councillors for assistance by carers (i.e. for dependants and children) and, where applicable, travel and subsistence. The Council also makes travel and subsistence allowances available to co-opted members.

The current scheme of allowances is based on the Council's decisions following advice and recommendations from an Independent Review Panel.  The Council has endorsed most of the proposals of the Independent Panel which are incorporated in the current scheme.  Details of the current scheme are available by selecting members' allowances.

The Independent Panel have recently been asked to review the current scheme and subsequently submitted proposals which recommend a scheme for the next year.  The report will be considered by the Council in February 2011.  The report is available to view by selecting Members' Allowance Report - January 2011 (61.9 Kb) icon pdf
