The service ensures that buildings meet the requirements of the Building Regulations which are designed to control construction standards, including stability and fire resistance of structures.
Building Control Services are jointly provided under a partnership arrangement with Gosport Borough Council.
The control of building standards is completely separate from the planning process. The Borough Council has a responsibility to ensure that all building work, including certain changes of use, but excluding repairs and some exempt works, are carried out to minimum standards set out in the Building Regulations 1991. This services, together with the control of demolition, dangerous structures, and other matters of public safety, is known as Building Control.
The Building Regulations are approved by Parliament and deal with the minimum standards of design and building work for the construction of domestic, commercial and industrial buildings. In addition, they set out definitions of what is regarded as building work and the procedures for ensuring that it meets the standards laid down. The Building Regulations contain requirements designed to ensure the health and safety of people in and around buildings, to provide for energy conservation, and to provide access and facilities for disabled people.
