The following section relates to applications for planning permission, listed building consent, advertisement consent, works to trees, certificates of lawfulness and other related planning consents.
Once you have established that planning permission (and/or another consent) is required you will need to submit an application.
There are now standard application forms for the whole of England. To save time and benefit from the detailed help it provides, you can submit your application electronically via the planning portal. If you would prefer to print off paper copies of the appropriate form together with notes to help in completing it, select here and print the appropriate application form type (76 Kb)
. The checklists and other documentation shown with the form types will give a guide to what needs to accompany your application and how to complete the forms. You should refer to the guide to fees (232 Kb)
usually required. If you have any difficulties, please email us at devcontrol@fareham.gov.uk.
In addition to the national requirements set out on each of the forms, many Local Authorities have adopted a local list of requirements. These are unique to every Local Authority and the complete list of Local Requirements (104 Kb)
adopted by Fareham Borough Council can be viewed here. Within the document there are three columns: the first column in the document describes the document type; the second the types of applications where the document may be required and the third outlines the specific circumstances/ scale of application which would trigger the need for the document to be provided.
Whether the additional documents need to be submitted or not depends largely on the specific location, nature and scale of the application proposal. If you are in any doubt as to whether any of the additional documents need to be submitted with your application please email planningadvice@fareham.gov.uk or telephone 01329 236100 ext. 2434. To be able to fully answer your query we will need to know the precise site location, along with the nature and scale of your proposal.
If there is a need under the local requirements to submit additional supporting information or documents these must be submitted to make your application valid. Failure to submit the required supporting information or documents will result in your application being treated as invalid and it will not be considered.
The requirements for Design and Access statements for Listed Buildings (112 Kb)
, for householders (110 Kb)
and to accompany other planning applications (122 Kb)
remains unchanged.
Many of the different types of planning applications and other related consents must be accompanied by an up to date ordnance survey extract at a scale of 1:1250. The Council can provide Ordnance Survey extracts at 1:1250 and 1:500 block plans, or you can contact Centremaps to obtain them online from this link:
Site location plans and block plans from Centremaps (this is an external hyperlink)
Planning permissions relate solely to town planning requirements. They do not grant any other consent or permission.
Require a quite separate approval needed for almost all new building work and structural alterations. Contact Building Control Partnership at Fareham or Gosport Council offices (Tel: 01329.824823 - e-mail: bcpartnership@fareham.gov.uk).
If your proposals involve creating separate living accommodation you may be liable for additional Council tax. The fact that a unit shares common services and cannot be sold on its own does not prevent it from being classed as self-contained. You are recommended to contact the Southampton Valuation Office, Overline House, Blechlyndon Terrace, Southampton, SO15 1GW (tel: 023 8053 8500) or visit their website at www.voa.gov.uk (this is an external hyperlink) to check if works to create separate living accommodation will be liable for council tax.
Obtaining planning permission does not give any title or rights over land. You are advised to check your title deeds before you start work.
You have a duty to give notice to your neighbour of excavations within three or six metres (depending upon depth of the excavation) of a neighbouring building, new building at or astride the boundary line between properties or work directly to an existing party wall or fence wall. Ask the Building Control Partnership.
Southern Water Services Ltd. normally require land within three metres either side of a public sewer to be accessible. Connections to the public sewer also need their agreement. Contact SWS Ltd., Southern House, Sparrowgrove, Otterbourne, Winchester, Hampshire, SO21 2SW (Tel: 01962.714585).
Are needed for running private hire and hackney carriages. Contact the Department of Regulatory Services, Environmental Health Division. You can e-mail regulatory@fareham.gov.uk or telephone 01329.824553.
