Inspection of premises by the Council

The Council's Environmental Health service carries out periodic routine inspections of all premises of the types that fall under its control.

 

The inspection aims to ensure proper control of the risks to people's health and safety in the workplace and ensure that employees are working within a safe and healthy environment.

 

These inspections are carried out in accordance with Guidance issued by the Health and Safety Commission that enable us to produce a risk assessment for each premises. This risk assessment determines the minimum frequency that each premises is inspected per year.

 

Priority programmes for Health and Safety inspections

The Government and HSC (Health and Safety Commission) have for the first time set national targets for improving the work environment over the next ten years.

The aim is to:

  • Reduce the number of working days lost per 100,000 workers from work-related injury and ill health by 30% by 2010
  • Reduce the incidence rate of fatal and major injury incidents by 10% by 2010
  • Reduce the incidence rate of cases of work-related ill health by 20% by 2010

The Government and the HSC have selected five priority programmes covering hazards where major improvements are necessary if the targets are to be met.  These are areas where the incidence rate of injuries or ill health is high and where it is believed we have the ability to bring about change and success.  This has implications for everyone involved in health and safety at work.

 

The five priorities are:

The Health and Safety Executive (HSE) and local authorities are being encouraged to target their resources by focusing their health and safety inspections on these five priority areas.

 

About the targeted inspection

Our officers will continue to use a risk-based approach but will use the priority topics as a prime means of judging an employer's management of health and safety.  We will also cover matters of evident concern and significant issues raised by management, employees or employee representatives.

 

During the visit they will judge the relevance of each priority topic to your operation and address all the significant risks.  At the end of the visit they will summa rise:

  1. Any general conclusions about the management of risk
  2. Any action needed on the priority topics
  3. Any action needed on the matters of evident concern
  4. Any action needed on issues raised by management, employees or employee representatives.
