Fareham Home Energy Insulation Scheme

Fareham Council recognizes that low income households in the Borough face particular difficulties in keeping their home warm.  Although most households spending more than 10% of their income in meeting their fuel bills are helped through the CERT Scheme, there are a certain number of households who do not meet the eligibility criteria to entitle them to free loft and cavity wall insulation.  To help these households the Council has introduced the Fareham Home Energy Insulation Scheme providing them the opportunity to receive free loft and cavity wall insulation.

Who is eligible?

All households who own their own home and:

  • Are not in receipt of any of the qualifying benefits listed for the CERT Scheme.
  • Can demonstrate that they spend more than 10% of the household income on their fuel bills.

What is provided?

Free cavity wall insulation and

Free full loft insulation or top-up loft insulation to 250mm (10") where the existing insulation is less than 75mm (3") in depth.

Please note that cavity wall insulation will be installed wherever possible.

How do I apply or obtain further details?

This scheme is managed by Fareham Borough Council.  Initial inquiries should be made to the Council.  Applicants will be required to complete an application form and provide copies of their fuel bills and income statements covering the past year.
