Statement of Consultation Undertaken (PPG12 - para.3.16)

Draft Supplementary Planning Guidance (SPG) on the Hinton Hotel, Catisfield Planning and Design Brief was approved for public consultation on 22nd September 2003 following a meeting of the Executive. The draft SPG was published for a six week period of consultation from 20th October 2003 ending 28th November 2003.

Copies of the draft SPG were sent directly to 36 planning consultants and developers operating throughout the Borough, as well as local Ward Councillors. In addition, 70 local residents within the vicinity of the Hinton Hotel site were notified of its publication. A press release was sent to the local press and an exhibition of the contents of the draft SPG was displayed in the reception area of the Civic Offices throughout the consultation period.

The main issues raised were:

  • Support for the principal of the brief
  • Need for traffic and parking issues to be considered
  • Need to consider the density, height, quality and type of housing to be developed, especially contribution of affordable housing
  • Need to clarify the value and status of the concept sketch
  • Need to consider the planning history of the site
  • Whether the site should be extended further north of the current site boundary in respect of viability

These issues were taken into account in the preparation of a revised version of the brief. A summary of the comments received from respondents and the Council's responses, together with the revised brief, were considered by the Executive on 16th February 2004. The Executive resolved to adopt the revised brief as Supplementary Planning Guidance on 16th February 2004.
