Supplementary Planning Document

Fareham Borough Council is preparing an affordable housing supplementary planning document (SPD). The document sets out the process and mechanisms for the provision of affordable housing in Fareham, including design guidance where applicable. The SPD will expand and provide further detail on the saved Fareham Borough Local Plan Review Policy H10: Affordable Housing. for developers, house builders and the public.

 

Evidence Gathering

A housing needs survey was carried out by consultants in 2004. The findings and implications of the survey were discussed at a workshop on affordable housing held in March 2005. The workshop identified the issues that need to be addressed in both the Affordable Housing SPD and the new Affordable Housing Strategy. The outcomes of the workshop have been taken into account in the preparation of this SPD.

The draft SPD was published for public consultation in July and August 2005.

Adopted SPD

The Affordable Housing SPD (307 Kb) was adopted in December 2005 and became effective on 1st January 2006.

 

On 1st April 2007 the lower site size threshold of 15 dwellings for affordable housing requirements came into effect. The targets for the proportion and tenure of affordable housing on sites of 15-24 dwellings are set out in Appendix 3.

Affordable Housing SPD Viability Study

The viability study considers the impact of the affordable housing targets and the site size thresholds on the viability of twelve sample housing sites representative of development sites in the Borough.

Affordable Housing Supplementary Planning Guidance Sustainability Appraisal

The Draft Sustainability Appraisal (SA) was prepared in accordance with Government guidance.  The sustainability appraisal considers identified environmental, social and economic objectives contained in other relevant plans and programmes and provides baseline information relating to affordable housing in the Borough. It assesses the likely effects of the Affordable Housing SPD.

 

The draft Sustainability Appraisal was published for consultation together with the draft SPD in July and August 2005.

 

Final Sustainability Appraisal Report

The draft sustainability appraisal has been revised in the light of the comments received and the final sustainability appraisal was approved in December 2005. The Sustainability Appraisal Report can be viewed by following the links below:
