Core Strategy

The Core Strategy is a Development Plan Document that will set out the key elements of the planning framework for Fareham. It will set out what sort of place Fareham is and what sort of place it should aim to become.  The Core Strategy is concerned with what approach will be taken for accommodating new development within the Borough.  It will highlight and determine areas and issues requiring future development. However, the Core Strategy will not deal with site-specific issues.

Preparation Stages

This document will undergo various stages of preparation before it is adopted. Each stage involves a period of public consultation, which then informs the next revision of the document.

The overall direction as set out in the Core Strategy’s vision and objectives is largely supported, as is the option of focussing development on previously developed land in the existing urban areas. Overall the main conclusions drawn from the responses received are:-

 

i. The vision and objectives are largely supported, subject to minor wording changes.

 

ii. Outside the SDA the option seeking to focus development on previously developed land (pdl) in the urban areas, particularly in the town and local centres was most supported. This included identifying settlements and the scale of development in them. There was also some support for using previously developed land at Daedalus and Coldeast.

 

iii. There is strong support for maintaining the strategic gaps.

 

iv. The majority of responses did not favour significant releases of land to the east of the A32 for the SDA.

 

v. Junction 10 was favoured as the access route for the SDA.

 

vi. There was support for start-up and move on accommodation, ancillary development in employment areas, countryside employment areas and development to modernise boatyards.

 

vii. There was support for the levels of floorspace shown in the retail study, with Fareham being seen as the natural focus, though Locks Heath and Portchester were seen as other centres that could take more limited development.

 

viii. there was little agreement over the appropriate levels of windfall to include.

 

ix. There was strong support for transport improvements between Gosport and Fareham, for the protection of open space, for the dual use of school facilities and the development of design principles and for BREEAM standards.

 

x. Higher densities, where there is good public access, were supported, as were targets for the proportion of recycled and secondary materials.
