Fareham Local Development Framework

Core Strategy

The Core Strategy is a Development Plan Document that will set out the key elements of the planning framework for the borough. It will include policies for areas and issues requiring development. Proposals for strategic sites will provide the principles to be worked up in more detail through specific plans for the Strategic Development Area to the north of Fareham, Fareham Town Centre, and the Coldeast and Daedalus sites.

The Core Strategy must be subject to Sustainability Appraisal, Assessment under the Habitats Regulations and be informed by Evidence Studies.

Preparation Timetable

The document will undergo various stages of preparation, including public consultation, before it is adopted. The timetable set out in the Local Development Scheme is now out of date for the following reasons:

Following advice from the Planning Inspectorate (165.77 Kb) , the draft Pre-Submission Document that was due to be published for formal consultation during October and November 2009 was deferred by the Executive on 7th September. The Executive in October agreed to request engagement with the Partnership of Urban South Hampshire (PUSH) on the approach to policy for the North of Fareham Strategic Development Area (SDA). In particular the views of PUSH need to be obtained regarding the reduced capacity of the Fareham SDA to accommodate housing overall, and within the plan period, and the proposal to locate a business park near junction 11 of the M27 motorway. PUSH is setting up a Task Group (50.40 Kb) to assist its representations; however the outcome will not be reported until next summer. This is likely to delay progress on the Core Strategy for about a year overall.
