Fareham Local Development Framework

 

Core Strategy

The Core Strategy is a Development Plan Document that will set out the key elements of the planning framework for the borough.  It will include policies for areas and issues requiring development or protection.  Proposals for strategic sites will provide the principles to be worked up in more detail through specific plans for the Strategic Development Area to the north of Fareham, Fareham Town Centre and the Coldeast and Daedalus sites.

 

The Core Strategy must be subject to Sustainability Appraisal, Assessment under the Habitats Regulations and be informed by Evidence Studies.

 

The document is also subject to public consultation in accordance with the Statement of Community Involvement before it is adopted.

 

The Council has undertaken extensive consultation and engagement on issues included in the Core Strategy throughout its evolution since 2004. Preparation Timetable

The timetable which is set out in the Local Development Scheme is now out of date.Following advice from the Planning Inspectorate (165.77 Kb) PDF Icon, the Core Strategy Pre-Submission Draft Document that was due to be published for formal consultation during October and November 2009 was deferred by the Executive on 7th September 2009. The Executive in October 2009 agreed to request engagement with the Partnership of Urban South Hampshire (PUSH) on the approach to policy for the North of Fareham Strategic Development Area (SDA). In particular the views of PUSH were sought regarding the reduced capacity of the Fareham SDA to accommodate housing overall, and within the plan period, and the proposal to locate a business park near Junction 11 of the M27 motorway.  

The Council formally received the views from PUSH in a letter dated 2nd August 2010 (138 Kb) PDF Icon enclosing the final report of the Task and Finish Group (72.82 Kb) PDF Icon, following consideration by the PUSH Joint Committee at its meeting on 7th July 2010.

 

Core Strategy Consultation

Fareham Borough Council on 18th November 2011 approved the Fareham Core Strategy Pre-Submission Draft for publication for representations prior to submission to the Secretary of State for independent examination, in order to update the planning policies in the Development Plan.

The representation period is due to commence on Monday 13th December 2010 and end on Monday 31st January 2011 at 5pm.

At the Publication Stage, representations are invited on whether the document is considered to be sound and legally compliant. In order to clarify the meaning of 'soundness' please view the guidance note. A comments form can be downloaded below or an electronic version can be submitted. Please contact Planning Policy if you would prefer us to send you the comments form in a Word document.

Following the representation period, the Council will review any comments received to ensure that no fundamental issues have been raised on the soundness of the Plan before submitting the document to the Secretary of State for independent examination by a Government appointed Inspector. It is the role of the Inspector, rather than the Council, to consider any representations received and to propose changes to the document in light of these.

Preferred Options

Consultation on Preferred Options for the Core Strategy took place between 12th January and 23rd February 2009.

 

Issues and Options

An Issues and Options paper was available for public consultation from the 28th January - 7th March 2008.
