Development Plan Documents

Development Plan Documents (together with the Regional Spatial Strategy and the South East Plan currently being prepared by SEERA) will replace local and structure plans as the statutory Development Plan for the Borough. Development Plan Documents are spatial planning documents covering a range of policy areas that will undergo a thorough process of public consultation, in accordance with the Council's Statement of Community Involvement. Development Plan Documents are subject to Sustainability Appraisal and an independent examination before being adopted by the Local Planning Authority. The Fareham Local Development Scheme establishes the stages of preparation of the following Development Plan Documents over the next three years.

Preparation Stages of a Development Plan Document

Evidence Gathering

This is the first stage of preparation for a Development Plan Document; it includes gathering relevant information and the production of evidence studies.

Issues and Options Paper

A paper detailing various issues and related options which draws on relevant evidence studies is produced and made available for public consultation. These issues are initial thoughts and public participation will inform and develop these ideas.

Preferred Options Paper

The second stage involves the preparation of a Preferred Options paper. This document builds on the outcomes from the Issues and Options Consultation and sets out policy issues, including alternative approaches where appropriate. This paper is made available for public consultation and is accompanied by a sustainability appraisal.

Submission Document

This document is refined in light of issues and comments made in the Preferred Options consultation. It is then submitted together with a revised sustainability appraisal to the Secretary of State for consideration and available for public comment before going through an independent examination.

Examination

All Development Plan Documents will be submitted to the Secretary of State for independent examination. They will be assessed in terms of the soundness and robustness of their content and the process by which they were produced.

Adopted Document

Following the independent examination the Local Authority will receive a binding report from the inspector. The Council must then implement any changes within this report before formally adopting the Development Plan Document.

Core Strategy

The Core Strategy is a Development Plan Document which will set out the key elements of the planning framework for the area. Further information is available relating to the content and preparation of the Core Strategy.

Site Allocations

The Site Allocations Development Plan Document will allocate land for new development such as housing, retail, economic development, recreation and community uses, and will identify the characteristics and requirements of such development. Town Centre Area Action Plan

The Town Centre Area Action Plan is to be developed to provide a 20 year strategy for Fareham’s town centre to help manage change and growth. The strategy will set out how the vitality and viability, quality, safety, and attractiveness of the town centre should be maintained and strengthened.  As part of the strategy, the Area Action Plan will identify development sites and opportunities, areas of protection and enhancement and policies to deliver the strategy.
