A number of studies have been and will continue to be undertaken in order to provide a robust evidence base for planning policies and proposals to be set out in the various Development Plan Documents and Supplementary Planning Documents contained in the Local Development Framework, and will be published as supporting information throughout the public consultation and participation periods. The studies include:
The Settlement Profiles study
(1,378 Kb) assesses the differing characteristics and needs of the various settlements across the Borough. Six different settlement areas were identified; Crofton, Fareham, Portchester, Titchfield, the Western Wards, and Whiteley. The Profiles provide an insight into the individual characteristics of each of the 6 settlements areas indicating which areas are most in need of specific services where certain types of development would be best placed and which areas are most in need of protection.
The Retail and Centres Study provides a comprehensive up-to-date overview of retailing needs as they affect the Borough. The study anticipates need, potential and levels of demand for additional floor-space in Fareham town centre and the four district centres for the periods 2006-2011 and 2011-2016.
The Housing Needs Survey determines the housing needs of the residents of the Borough and the ability of the local housing market to meet those needs.
In addition to the Local Development Framework, the results will be used to inform the Council's Housing and Affordable Housing Strategies.
The Strategic Housing Land Availability Assessment considers the potential for residential development within the Borough and sets out how many residential units could be developed on each site assessed within the next 5 years, in 5-10 years and in 10+ years. The full assessment will be published before the end of May. Regarding the five year housing supply a summary of supply on an annual basis can be found in the Housing Trajectory published in the Annual Monitoring Report 2007 and the Core Strategy. Considering the supply against the requirements of the draft South East Plan indicates 7.8 years worth of deliverable sites have been identified.

The Local Business Needs Survey establishes what the development needs of Fareham's local business community are and the implications for the management of economic development land through the Local Development Framework.
In April 2005, a Hampshire Hotel Trends Survey was published. The survey was conducted by ACK Tourism in February and March 2005 for Hampshire County Council, Hampshire district, borough and unitary authorities and Tourism South East. The Survey has sought to provide an in depth assessment of hotel performance in Hampshire in 2003 and 2004, and the prospects for the county’s hotel sector in 2005, with a view to identifying opportunities for new hotel development in the county.
The Employment Land Review assesses the demand for and supply of land for employment. It will help assess the suitability of sites for employment development in order to identify an up-to-date and balanced portfolio of employment sites in the Local Development Framework.
The Greenspace Study examines and considers how to provide for the green-space needs of the Borough, reviewing and setting out quantity and quality standards for provision of parks and open spaces, children's play areas, playing pitches and natural greenspaces.
The Community Infrastructure Study will identify the existing and future needs of the residents and groups within the Borough for community facilities, together with the adequacy of the existing available facilities.
The Playing Pitch Assessment and Strategy assesses current provision and future requirements for outdoor sports facilities in the Borough. It was undertaken by Strategic Leisure Consultants in partnership with Fareham Borough Council. The overall method for conducting Playing Pitch Strategies is set on a national level by the Sport England organisation.
The Indoor Sport and Recreation Study (3,094 Kb)
assesses the existing and
future needs of residents and clubs for sports and recreational
facilities. An audit of existing sports and recreation facilities
will assess the quality, accessibility, maintenance and use of
such facilities.
The West Street Vision (2,299 Kb)
has been formulated
to help influence, guide and inform future planning and
management of the area in a consistent and joined-up way. The
vision is a response to the changes that are currently taking
place in the town centre and seeks to anticipate and influence
future changes that will affect West Street.
This Housing Position Statement sets out the Council's position in relation to the release of allocated housing sites for development. It enables a managed release of housing sites in the absence of a phasing policy in the Fareham Borough Local Plan Review 2000, in advance of the preparation of relevant Development Plan Documents within the Local Development Framework. It allows the latest housing land supply monitoring information to be taken into account in the determination of relevant planning applications.
This report identifies and describes Fareham Borough in terms of its current social, economic and environmental position. It will be used as a baseline position to carry out Sustainability Appraisals of future Development Plan Documents and Supplementary Planning Documents.
