Habitats Regulations Assessment

Habitats Regulations Assessments (HRA) will be undertaken for all Development Plan Documents to assess possible effects of the plans on the nature conservation interests of 'European' sites designated under the Habitats Directive and the Birds Directive.  These sites consist of Special Areas of Conservation and Special Protection Areas and, as a matter of Government policy, Ramsar Sites. 

Screening Report

The first stage of HRA is the preparation of a screening report. The purpose of the screening report is to consider whether or not the plan's policies and proposals could potentially lead to material adverse effects on European sites. 

Screening of the Core Strategy was undertaken during preparation of the preferred options and reports of the assessment published alongside the topic papers:

Appropriate Assessment

Where it is not possible at the screening stage to conclude that plan's policies and proposals would not have a significant effect on a European wildlife site, an ‘Appropriate Assessment’ (AA) must be undertaken.
