Housing Needs Survey

Executive Summary

The total amount of housing that has to be provided for in the Local Development Framework will be determined by the South East Plan. However, the Borough Council also has to ensure that adequate housing is provided to meet the needs of the residents of the Borough. David Coutie Associates were therefore appointed to carry out a new Housing Needs Survey to establish the housing requirements of the existing households in the Borough and likely migrants into the Borough.

The survey provides evidence on the existing housing situation of households in the Borough, house prices, rents, incomes, housing affordability, how many 'concealed' households there are in the Borough, and how many affordable dwellings are required in the Borough.

The survey draws attention to the forecast decrease in the population aged 0-19 and 30-44 and the forecast increase in the population aged over 65.

The survey confirms that the vast majority of households have adequate accommodation. There are a higher proportion of houses and bungalows and a lower proportion of flats and terraced than the national average. The proportion of owner occupation is also much greater than the national average and the proportion of rented housing much lower.

The survey shows that 95% of those who wish to buy their first flat/house cannot afford to buy and 85% cannot afford to rent privately smaller flats and terraces.

There are a large number of 'concealed households' (couples, people with children or single adults sharing a kitchen, bathroom or WC, with another household) in the Borough. Over 91% of the 'concealed households' are children of existing residents and 95% cannot afford to buy the lower priced properties.

The survey estimates that 495 additional affordable dwellings are needed each year.
