Hunts Pond Road
As part of the emerging Fareham Local Development Framework, a
Development Brief for residential development is being prepared
for land at Hunts Pond Road, Titchfield Common. The site is
allocated in the Fareham Borough Local Plan, which means that the
principle of development on the site has already been agreed.
The draft Hunts Pond Road development brief has now been prepared and was available for consultation from 14th August to 25th September 2006. An exhibition was held on 6th and 7th September at The Malt Room, Titchfield Community Centre between 1pm-7pm.
39 written responses were received providing comments on the draft development brief, with approximately 100 people attending the exhibition over the two days. A summary of the issues raised is detailed below. The number of respondents raising similar issues is indicated in brackets (where no number is indicated the issue was raised by 1 respondent only).
Issues Raised:
- Traffic safety proposed road junction layout and proposed traffic calming measures including speed restrictions on Hunts Pond Road (20)
- Increased number of cars on the roads and related congestion and noise pollution (13)
- Concern that both accesses onto Hunts Pond Road rather than Warsash Road (9)
- Impact and increased pressure upon local services and amenities and distance from existing facilities (7)
- Concern over the loss of valuable habitats (including wetland and marsh land), open space, planting and danger towards loss of dormice, badgers and their existing habitats (5)
- Car parking facilities for allotment and playing field users. Lack of car parking may prevent use of allotments and playing fields – both healthy outdoor activities (4)
- No mention of how the road width will alter to accommodate shared footpath and cycle lane (3)
- Density of development is out of character with surrounding area (3)
- Results from dormice, bat and badger surveys must be included in the brief (2)
- Adequate water supply to additional homes
- Composition of dwelling types is not sensitive to the surrounding area
- Dwelling types and tenure must take into consideration housing demand
- Layout and design aspects in the draft brief conflict with existing Local Plan policies DG3, DG4, DG5 and T5, T6
- Retention of existing and creation of new hedgerows should be emphasised providing connectivity to neighbouring habitats and routes for movement of wildlife
- Presence of yellow bartsia should be mentioned in section 5.0 and the steps to be taken to protect or translocate
- No mention of the management of SINCs once the development is complete
- Brief should provide details as to management for public open space, open land, adjacent habitats and nature conservation objectives to be achieved
- Not clear in the brief the distance of housing from the electricity pylons and cables
- Brief should incorporate a clear statement relating to sustainable drainage systems and how they will be achieved
- No evidence that a survey has been carried out regarding foul water drainage systems to serve the site
- Support for table 2 in the sustainability assessment regarding BREEAM Standards. Hunts Pond Road development could provide a role model for future development
- Design and layout of the development must consider use of sustainable materials, renewable energy infrastructure and storage of recycling bins
- Interests of wildlife should not be compromised by the aim to fulfil housing numbers
- Details of cycle routes and pedestrian crossings and evidence that safe routes to local schools have been considered should be included in the final brief
- Provision of bridleways, Pegasus crossings and safe access for use by horse riders accessing Hook Lane from the north of the development site
- There must be provision of bus routes along Hunts Pond Road
- The Brief does not seem to have considered the provision of community of shopping facilities on-site
- Tree planting and buffer zones must be encompassed when development takes place
- Concern over the impact upon Titchfield Village with regard to increased traffic
- There should be restrictions on works traffic to avoid further congestion on the roads surrounding the site

Last year consultation and an exhibition on the 10th and 11th August were held regarding the site at Hunts Pond Road, Locks Heath. This consultation enabled people to express their main concerns regarding the site. Display material from the Public Exhibition can be viewed here. A questionnaire was completed by many of the people who attended the exhibition and you can view their responses.
