A sustainable new community is being planned for the North of Fareham. It will include around 7,000 homes with businesses, schools, open spaces, and local services. The development is needed to support a growing population and an increase in the number of households, as more people live on their own. The development will also provide a range of housing, including much needed affordable housing. It will help to meet the long term development needs for the next twenty years and work on site is likely to begin around 2015.

Local Development Framework

The policies guiding the development of the new community will be set out in the Local Development Framework (LDF) which is made up of a number of planning documents, two of which are relevant to the new community - the Core Strategy and the North of Fareham Area Action Plan.

 

The Core Strategy

This is the main planning document for Fareham Borough and sets out the overall approach to development up to 2026. It contains a strategic policy for the development of a new community to the north of Fareham. This document underwent an examination by an independent planning inspector who concluded that "Fareham's Core Strategy Development Plan provides an appropriate basis for the planning of the Borough over the next 15 years" and that "the Council has sufficient evidence to support the strategy and can show that it has a reasonable chance of being delivered." This document was adopted by the Council in August 2011.

North of Fareham Area Action Plan

The Council is in the early stages of preparing the North of Fareham Area Action Plan to provide a more detailed planning framework for the new community, which will guide the Council in its decision-making on future planning applications for the site. The Area Action Plan will include planning policies on the types of houses, the level of affordable housing, infrastructure such as roads, public transport, schools and community facilities. It will also set out policies for the amount, nature and location of employment opportunities and how open spaces will be created and maintained.

'Concept masterplanning' is also being prepared alongside the Area Action Plan. This will show how the new community will be laid out and will include maps and diagrams that will help people to understand what the new community will look like. The timetable for preparing the Area Action Plan is as follows:

Spring/Summer 2012 - Community engagement on options for the new community
Autumn/Winter 2012 - Consultation on draft Area Action Plan
Winter 2013/Spring 2014 - Examination in Public on Area Action Plan
Spring/Summer 2014 - Area Action Plan for new community adopted.

There is plenty of opportunity to get involved in planning the new community north of Fareham through the Area Action Plan and the Masterplan and we have produced a Community Engagement Plan to show how we will engage people in the first stage of the prepararation of the Area Action Plan.  If you would be interested in participating in future consultation events, we would encourage you to fill in this short questionnaire to help us plan the public engagement programme.

Before development of the new community can begin, the landowners will have to obtain planning permission from the Borough Council. The Landowners Consortium will also have to fully engage with the community in preparing the planning application, which is expected to be received by the Council in late 2014.

Fareham Borough Council has held a number of public meetings about the new community North of Fareham.
