Nathaniel Lichfield & Partners were commissioned by Fareham Borough Council to prepare a town centre and retail study of the Borough. Central Government guidance requires Council's to undertake assessments of need for town centre uses. This study assesses the retail and commercial leisure needs of Fareham.
The study indicates that Fareham town centre serves shoppers from across the Borough and beyond, particularly for non-food shopping. Fareham is an attractive and prosperous town centre, with a reasonable range of shops and services. The town's retailers and services meet most day to day shopping needs. A selection of 'high street chain' retailers is represented in the town with a good range of independent traders, which together provide a reasonable choice of facilities. Residents in the Borough have two food superstores, Sainsbury and ASDA, located reasonably centrally within the Borough. However, there are no large food superstores within easy walking distance of Fareham town centre.
The recommendations and projections within this study are expected to assist the Council in preparing the Local Development Framework over the next few years and to assist in determining planning applications during this period. The study provides a broad overview of the potential need for further retail and leisure development up to 2011, with longer term forecast up to 2016.
The capacity projections suggest that there is significant scope for additional retail development within the Borough in the future. Appropriate development proposals should be identified and encouraged in Fareham town centre, which seek to improve the town centre as an attractive place to visit and shop.
The provision of leisure and entertainment facilities within the Borough is relatively modest, and much of the existing provision is small scale. Fareham's potential catchment population is sufficient to support new leisure uses and there is potential consumer demand to provide a range of leisure and entertainment facilities within Fareham.
An evaluation of potential town and district centre development sites has been undertaken. This evaluation identifies potentially suitable development opportunities that may be worthy of further consideration by the Council. This evaluation provides a framework within which the Council can consider the implementation of a development strategy for Fareham. There are a number of opportunities that have 'good' or 'reasonable' development potential for retail and/or leisure use that have been highlighted in the study.
