The Area Action Plan (AAP) is a development plan document that will set out in detail what the new community North of Fareham will be like. It will plan for things like where new homes and businesses will be located, what new facilities, such as community centres and schools, will be needed, together with infrastructure such as sewerage, roads and bus services.
The AAP will be developed in 5 stages between now and 2014, when it will be examined by a Government Inspector. People will have a chance to tell us what they think during each of the 5 stages of the AAP development.
During its preparation, the AAP must also be subject to Sustainability Appraisal assessment under the Habitats Regulations and be informed by Evidence Studies.
We are currently at the first stage of preparation of the AAP and this will run until late summer 2012. We have produced this Community Engagement Plan (136 Kb)
to show you how, when and where you can get involved in this first stage, between now and summer 2012. We would like as many people as possible to help develop the AAP.
The first stage of AAP development will be about developing policies that set out how the new community will be built and what it will include. It will also include the masterplan options which are being developed during the first stage. When it has been completed, the masterplan will contain images and text describing what the new community will look like.
The first stage has 3 phases when people can get involved. Each phase will look at the following topics and issues:
Phase 1 (Jan-Mar 2012): Housing, open and green spaces, community facilities and reducing carbon emissions and responding to the impacts of climate change.
Phase 2 (Mar-May 2012): Employment, sustainable travel e.g. cycling and public transport, the new district and local centres and site infrastructure e.g. sewerage and masterplanning options.
Phase 3 (Jun-Aug 2012): Masterplanning and site layout, design, roads and transport, landscape, impacts on the local environment, energy generation and how the development will be built.
Different types of consultation and involvement will be used and will include surveys, activities for schools and young people, public exhibitions and workshops and also discussions with businesses and local community groups.
This survey is the first of a series of three, each of which will cover a range of topics relevant to the Area Action Plan. We hope you will take a few minutes to complete the survey to share your views with us. This survey asks questions about open space and recreation, community facilities, what you would like in a new home and what you think about environmental friendly homes and power.
This survey will run from Monday 23 January to Friday 2 March 2012 (12 noon).

The Strategic Development Area AAP Sustainability Appraisal Scoping Report (5.72)

The Joint Venture Developer's have produced a Strategic Masterplan for the North of Fareham Strategic Development Area (2.24 Mb)
. The Strategic Masterplan has been developed to show how the Council's emerging Core Strategy Policy on the Strategic Development Area could potentially be implemented. Other options will emerge through community engagement at the next stage.
To help develop the Strategic Masterplan, the Joint Venture Developer ran two intensive workshops on the 20th and 21st July 2010. A summary report from the workshops (2.24 Mb)

To help inform the Council's decision, local people were asked to confirm their views on the overall planning strategy via an Eco Town E-panel questionnaire (70 Kb)
sent to members of the Council's E-panel.

Shortly before approving the draft Core Strategy a number of objections were received by the Council. To see the geographical breakdown of these, an Analysis of SDA Objections - 25th October 2010 - 16th November 2010 (16 Kb)

In addition, petitions were received. These were considered by the Local Development Framework Steering Group on 15th December 2010 in accordance with the Council's Petition Scheme.
Approval of the Core Strategy for publication follows a long process which commenced in 2005, to identify how and where local development needs should be met. During the process, extensive consultation has been undertaken. The different consultation processes (112 Kb)

Two events were held to contribute to the development of a vision and set high level development principles to inform the plans for the Strategic Development Area through both the Fareham Core Strategy and SDA Area Action Plan. In June and July 2009 a questionnaire was made available to the people of Fareham offering them the opportunity to make their views known regarding the make up, character and content of the SDA to ensure that there was an opportunity for local people to contribute to the construction of a vision for the development of the SDA. At the same time a questionnaire was also made available to members of the council's E-panel to probe in more depth the outcomes of the 27th March workshop and to gauge the responses to those outcomes of a statistically profiled population sample representative of the wider population of Fareham. Public consultation is also assisted by the Community Liaison Group which was established to bring together relevant community interests vital to the successful delivery of the SDA, in order to identify and discuss any relevant issues which might arise during the course of planning and developing a new sustainable community to the north of Fareham.
