Sustainability Appraisals will be undertaken for all Development Plan Documents (DPDs) to assess their economic, environmental and social impact and ensure that the policies and proposals will promote sustainable development. The sustainability appraisals will include the formal Strategic Environmental Assessment required by the European Union, and will follow the draft guidance produced by the Office of the Deputy Prime Minister entitled Sustainability Appraisal of Regional Spatial Strategies and Local Development Frameworks (this is an external hyperlink) (November 2005).
The first stage of Sustainability Appraisal is the preparation of a scoping report. The purpose of the Scoping Report is to identify the environmental, social and economic objectives contained in other relevant plans and strategies, provide baseline information on environmental, social and economic characteristics of the area, and to consider key sustainability issues facing the Borough. It will also identify sustainability objectives and indicators.

Sustainability Appraisal is an iterative process and an integrated part of plan preparation. It should inform the evaluation of alternatives and choices between options, including policy options. An interim report may be produced or the outcome of the appraisal in terms of the impact of options described in consultation drafts of DPDs.
This document will be available at the same time as the publication of pre-submission Development Plan Documents for representations. It reports on the likely economic, environmental and social effects of the options that have been considered during preparation of the draft Development Plan Document, how these impacts have been taken into account, the likely effects of the policies or the proposals and any mitigation that may be required.
