What is the Local Development Framework?

In September 2004, the Government reformed the planning system, introducing new arrangements for the preparation of Development Plans. The new system was introduced by the Planning and Compulsory Purchase Act 2004 (this is an external hyperlink). The requirements of the Act have been set out by the Town and Country Planning (Local Development) (England) Regulations 2004 and Planning Policy Statement 12: Local Development Frameworks (this is an external hyperlink).

This will mean that the current Fareham Borough Local Plan Review (2000) will be replaced by the Fareham Local Development Framework.

All Local Development Frameworks will be made up of a number of different elements. These include:

The division of the Development Plan into separate documents is a key change from the current planning system. The above documents will sit within the Local Development Framework 'folder'. Unlike the current Development Plan system, the preparation of Local Development Framework will be a continual process, with new documents included within the Local Development Framework at different stages.

The structure and content of Fareham's Local Development Framework has been set out in the Local Development Scheme.
