The Fareham Borough Local Plan Review, prepared by the Borough Council, was adopted in March 2000. It provides guidance on the use and development of land to 2006, although many of the policies have had, and will have, a much longer lifespan. The strategy of the Local Plan Review is to meet the development requirements set out in the Hampshire Structure Plan Review and the needs of the residents and businesses of the Borough, while protecting the environment. The policies also seek to ensure that development does not take place that may undermine the principles of the Plan's Strategy.
Most development will occur within the existing urban areas, particularly the principal identified growth areas at Locks Heath/Segensworth and Whiteley. The countryside, outside the existing urban areas, is generally safeguarded from development. Much of the countryside has additional policy protection due to its strategic gap function that prevents settlements from sprawling or merging, or its international, national or local environmental importance.

In September 2004, the Government reformed the planning system, introducing new arrangements for the preparation of Development Plans. The new system was introduced by the Planning and Compulsory Purchase Act 2004. The requirements of the Act have been set out by the Town and Country Planning (Local Development) (England) Regulations 2004 and Planning Policy Statement 12 (Local Development Frameworks).
This will mean that the current Fareham Borough Local Plan Review (2000) will be replaced by the Fareham Local Development Framework, but will make provision to save existing adopted local plan policies.
All Local Development Frameworks will be made up of a number of different elements. These include Local Development Scheme, Development Plan Documents, Supplementary Planning Documents, Statement of Community Involvement, Adopted Proposals Map, Annual Monitoring Report.
The division of the Development Plan into separate documents is a key change from the current planning system. The above documents will sit within the Local Development Framework 'folder'. Unlike the current Development Plan system, the preparation of Local Development Framework will be a continual process, with new documents included within the Local Development Framework at different stages.
The structure and content of Fareham's Local Development Framework has been set out in the Provisional Local Development Scheme which provides a draft work programme for the LDF, timetabling this process over the next three years.
