How much will the permit cost?

 

An annual parking permit will cost £40.  Included in this charge is a book of 10 visitor scratch
cards. The price of the permit aims to cover the costs of the residents' permit scheme. A two
year permit is also available at a discounted charge of £75 and this includes two books of visitor
permits.

Who can purcahse a permit?

 

Any resident living in properties that are on the list of eligible streets.  The eligible streets are shown on our website, or can be obtained from the Customer Service Centre.

 

How many permits can I purchase?

 

In most areas there will be a maximum of two permits per household, with the exception of High
Street and Osborn Road which are limited to one permit per household due to the limited number
of onstreet parking spaces.


Season tickets for Lysses car park purchased by High Street residents can also operate as a
residents' permit for Area D (High Street).


Exceptions to this policy will be considered on an individual basis.

What if I decide not to purchase a permit but change my mind later?

 

A permit may be purchased at any time when the office is open to issue them. However please be advised that at least 7 days notice is required for processing an application. Permits are valid for one year. Please note that for new permits you will need to provide copies of the following documentation when you apply:

- Registration Document

- Recent Household Bill (date within the last 3 months)

- Drivers Licence or Passport

Where can I park if I purchase a permit?

 

Within marked parking bays designated for parking permits (not on footpaths, verges or across other private accesses). The permits are area specific, relating to the household where registered. This is shown by a letter (for example "A", for Area A) on road signs which must correspond to the permit on display.


Most areas encompass several streets to allow residential permit holders nearby parking.  A permit does not guarantee you a space but there should be fewer nonresidents parking in your street.

Can my friend or visitors use my permit?

 

No. The permit will show your name, address and car registration number.

What type of vehicle can you use wtih a permit?

The permit can have to up two vehicle registrations printed on it.  These can only be for light vehicles wiht a maximum unladen weight of 2 tonnes (40cwt).  Lorries, trailers, boats, caravans and agricultural equipment are not permitted.  Motorcycles are exmpet from the restrictions adn therefore do not require a permit.

How will the visitor day permit scheme work?

Visitor scratch cards are available for a maximum stay of up to 24 hours or 4 hours.  you will need to have a visitor scratch card which you can give to your visitor.  Your visitor scratches off the date and the time, places teh card in their vehicle and will be able to park for up to either 24 hours or 4 hours depending on the type of card.  You will be able to purchase books of visitor permits, containing 10 scratch cards.  These scratch cards are only valid for visitors.  multiple book sales will be considered on an individual basis.  An electronic record of visitor book sales is kept by the Council's Parking Services.

How much will visitor day permits cost?

The first book of 10 scratch cards will be issued at no charge with each permit.  For additional visitor permits a book of 10 scratch cards will cost £10 for 24 hour scratch cards (£1 each) and £5 for 4 hour scratch cards (50p each).

Can I purchase visitor day permits if I do not have a residents' permit?

Yes, if you live on a street where you are eligible for a residents' permit.

 

During what hours will the Residents' Parking Scheme operate?

 

This will be indicated on road signs near to each parking bay. The scheme operates either
Monday to Saturday 8.00am to 6.00pm or Monday to Friday 10am to 4pm. These periods cover
the period of the day when there is most commuter and shopper parking.

What happens if I move house or change my vehicle do I need to alter or update my permit?

 

Yes. A permit can be purchased at any time of the year and is valid for either 12 or 24 months
depending on which permit is purchased. Permits can be refunded for the remaining full calendar
months, but there will be an administration charge of £10. If you change your vehicle a
replacement permit can be issued, however, you will need to show us your new vehicle
registration document.

How will it work for visits by professional health workers, medical staff and carers to the permit area?

They can either use a visitor scratch card from a resident or apply for a special permit that applies
to health workers/careers on duty, known as an ‘Essential Visitor’ permit. There is no charge for
'Essential Visitors' who are operating on behalf of the National Health Service.


How will it work for residents who reuire regular care visits by family (of carer who is not a medical / nursing professional)?

A resident can either give the visitor a scratch card or apply for a 'Resident Carer' permit. They
will need to show appropriate proof for eligibility and that there is a need for regular visits. The
cost would be as for a standard residents’ permit.

How will it work for businesses?

Businesses that operate in Fareham can apply for a Business Permit at a cost of £40 per annum.
This allows a vehicle to park for up to one hour provided the driver is there for business purposes
in that area.

How will it work for trades people and deliveries?

Trades people can either use a visitor scratch card permit or obtain a parking dispensation from
the Council, as currently available. Contact Parking Services for details.
Deliveries can be made under a short observed time period. This will allow up to 20 minutes for
goods vehicles and 5 minutes for cars that are loading and unloading within permit parking bays.

How does it work for disabled Blue Badge Holders?

If you display a current Blue Badge, then your vehicle will be exempt from any of the permit
parking restrictions.
For a resident of the street who is a Blue Badge Holder, a residents' parking permit can be issued
without charge.
Blue Badge holders without a car can also apply for visitor tickets.
Advisory disabled bays will be incorporated into the scheme, and will not be removed if still
required.

Can I park across my dropped kerb?

The law has recently changed to introduce an offence for parking across dropped kerbs. If it is
considered that a vehicle is causing an obstruction then the driver may be issued with a Penalty
Charge Notice. If within a permit holder bay then this may be remedied by displaying a permit.
Please inform Parking Services if your access is obstructed by an unknown parked vehicle.
