National guidance
  • Government guidance in Planning Policy Guidance Note 3: Housing (March 2000, DETR) (PPG3):
    • Priority for re-using previously developed land within urban areas in preference to greenfield sites.
    • Local authorities should 'manage' the release of sites over the plan period.
    • Local plans should include policies for the phased release of sites.
  • Planning to deliver: the managed release of housing sites; towards better practice (DLTR, July 2001) (Planning to Deliver):
    • Local plans to include policies setting out the order of release of allocated housing sites.
    • Preferred approach is to release sites over defined periods in a plan. Two alternative approaches are site releases based on set criteria or by the ranking of sites.
  • Government Circular 08/00 (Residential Development on Greenfield Land) (DETR, 2000):
    • LPA's to first notify the Secretary of State before granting permission for 150 or more units on greenfield land (or 5 hectares or more).
Strategic Context
  • Hampshire County Structure Plan Review 2001-2011 (Hampshire County Council, February 2000) (HCSPR):
    • Housing requirements set out in two parts - 'baseline provision' and 'reserve provision'. Local plans to identify sites for both baseline and reserve provision.
    • The third HCSPR Policy H4 Monitoring Paper (HCC 2004) concluded that there is no current need to release reserve provision.
Local Context
  • The Fareham Borough Local Plan Review 2000 (FBLPR):
    • Prepared prior to requirement for managed release of sites and before the HCSPR divided housing requirements into baseline and reserve provision. Therefore no order of release policy or allocated reserve sites.
  • The Fareham Urban Housing Capacity Study 2001-2011 (FUHCS):
    • Identifies the potential housing capacity of land within the Borough, identifying extent of previously developed (pdl) and greenfield land.
  • Fareham Housing Strategy 2004-2009 increases affordable housing target to 100 dwellings per annum.
  • Need for Release
Overall Housing Supply
  • Housing land supply meets HCSPR 'baseline' housing provision to 2011 (Table 1 Appendix 1), but not reserve provision.
  • Current supply of sites (Appendix 1) is sufficient for over four year's development, excluding reserve provision.
Affordable Housing Supply
  • Estimated provided for affordable housing completions over the period 2004-2009 both through and outside of the planning process.
2004 Release
  • Not all allocated and identified housing sites need to be released.
Site Selection
  • Appropriate to identify a sequential approach to the release of previously-developed, greenfield or mixed sites.
  • Only sites that do not yet have planning permission by 31 March 2004 are considered further
Sequential Approach
  • First stage of assessment follows sequential order of: existing urban area (1), urban extensions (2), and nodal points along major transport corridors (3).
  • Only four sites not considered to be part of the existing urban area and assessed as urban extensions: Whiteley Area 11 (Part C); Hunts Pond Road, Titchfield Common; North of Whiteley (part without planning permission); Peters Road, Locks Heath.
Site Comparisons
  • Second stage of assessment includes location, accessibility, capacity of existing and potential infrastructure and the ability to build communities.
  • Wholly previously developed sites are not sufficiently different to warrant full assessment. (Appendix 3)
  • The assessment of greenfield or predominantly greenfield sites (Appendix 4).
Managing the Release of Sites
  • No justification for delaying the release of any of the sites within the existing urban area (all categories).
  • Whiteley Area 11 (Part C) identified for release given potential for access improvements to Whiteley.
  • Other 3 identified urban extensions not needed for release at the present time.
Future Release of Sites
  • Release of housing sites to be reviewed annually.
  • The release of the reserve provision may lead to early reconsideration of this Position Statement.
