Housing Sites - Position Statement 2004

Planning Policy Guidance Note 3: Housing seeks to promote more sustainable development patterns, secure an urban renaissance and improve quality of life. As part of this process, it requires Local Planning Authorities to phase the release of sites allocated or identified for new housing development. The proposed phasing of sites would normally be included in the adopted Local Plan, but the Fareham Borough Local Plan Review was prepared prior to the introduction of the requirement to phase sites. In the absence of phasing in the adopted Local Plan the Council has set out its position on the release of allocated and identified sites based on March 2004 housing land supply information. The guidance will inform the Council's development control decision making.

 

This document comprises the second annual Position Statement on the release of allocated and identified housing sites. Set against a background of national, strategic and other guidance, and taking account of local circumstances, it is based upon a site by site assessment of the allocated and identified housing sites that do not have planning permission by 31 March 2004, and takes account of the latest housing land supply information. The position statement sets out the Council's view on the managed release of these housing sites over the next year.
