National Planning Policy Guidance Note (PPG) 3: Housing seeks to promote more sustainable development patterns, secure an urban renaissance and improve quality of life. As part of this process, it requires Local Planning Authorities to carry out urban housing capacity studies. The studies will inform their development control and local plan review decision making with regard to the location, form and timing of residential development, balanced against competing needs to provide and/ or retain all other land uses required by the community within the urban area.
The Fareham Urban Housing Capacity Study 2001-2011 is set against a background of national, strategic and other guidance, taking account of local circumstances, and based upon a comprehensive survey of the existing urban areas within the borough. The Study identifies the capacity of the borough to accommodate additional housing in the period 2001 to 2011.
The draft Study was approved for consultation purposes by the Planning and Transportation Committee on 19 March 2002. Consultation on the draft Study generated a total of 22 responses from a range of interests, which were considered by the Council's Executive and taken into account in revising the Study. A revised Study was approved by the Council's Executive on 1 July 2002 as background information for Development Control decisions and to inform the future review of the Fareham Borough Local Plan Review.
