Fareham Borough Council provides several options for payment of services administered by the Council. This page gives details about the various methods of payment that exist and the options that are available.

Direct Debit

Direct Debit is the most cost-effective and efficient way to make payment. All Banks and Building Societies that take part in the Direct Debit Scheme monitor and protect its efficiency and security. You are protected by the Direct Debit Guarantee. How to pay on-line

In partnership with Capita Business Services you can pay online for a range of Council Services 24 hours a day, 7 days a week. When using this facility, your details are transmitted in a secure and confidential way.

* Note: When entering your Penalty Charge Notice reference number, it is important that the number entered is prefixed with a zero.  For example, if the reference number is 456789, you should enter 0456789 in the reference field on the payments form to ensure that the transaction completes successfully.

How to pay by telephone (24/7 automated service)

In partnership with Capita Business Services you can pay for a selected number of Council Services 24 hours a day, 7 days a week using the automated telephone payment service. When using this facility, your details are processed in a secure and confidential way. With touch-tone keypad, follow the voice prompts and enter your payments and card details via your telephone keypad. Payments are processed automatically and you will not need to speak to a Council officer. You will be told that your payment has been authorised and you will be given an authorisation code as confirmation.

How to pay by telephone (during office hours)

If you would prefer to talk to a member of staff at the Council in order to make payment, please telephone 01329 236100 and ask for the relevant section (for example Council Tax; Housing Rents; Sales Invoice) and state that you want to make a payment. The member of staff will use the online payment service on your behalf to process the payment. Online authorisation will take place so the member of staff can provide you with the transaction id and authorisation code as confirmation. In addition, if you provide an email address, you will be sent an email as payment confirmation.

We are able to take payments for all services at the Cash Office in the Civic Offices, Civic Way, Fareham. Opening hours are 8.45am - 4.00pm Monday to Friday.

Please ensure that you bring your bill; payment book; payment card or other appropriate correspondence with you to avoid any delay with the cashier processing your payment.

The Council complies with the latest banking standards by using Chip and PIN (this is an external hyperlink) technology to process all card payments in the Cash Office. You will therefore be asked to place your card in the appropriate card reader and then enter your 4-digit Personal Identification Number or PIN. If you have not yet been issued with a PIN by your bank, or you have forgotten the number, we will still be able to process your card payment in the traditional way, but for a limited time only. From 14 February 2006 (PIN Day) all card payments must be authorised by the cardholder entering their PIN.

 

Please note - Cardholders with a disability who have a chip and signature card, will still be able to use their signature after 14 February 2006.

How to pay by post

Postal payments should be sent to the Director of Finance and Resources, Civic Offices, Civic Way, Fareham, PO16 7AZ.

 

Payments can be made by cheque or postal order. Please do not send cash. Please enclose a payment slip, and write the reference number on the back of your cheque or postal order.

 

A receipt will be issued if you send a stamped addressed envelope with your payment.

Telephone/Internet banking

You can use your own telephone banking or internet banking facilities to pay us. Please make sure that you quote the correct reference number. The Council's bank details are:

Please note that failure to quote the correct reference number could mean that your payment will be delayed.

Payment by credit card is limited to certain services

If you have read all the information on this page you will have noticed that you cannot pay by credit card in all service areas. For example, you cannot pay your Council Tax by credit card.

 

Bank charges for debit card transactions are charged at a flat rate per payment, whereas, credit cards are charged at a percentage of the value of the payment being made. The Council has taken the decision to limit the acceptance of credit cards simply as a measure to minimise the bank charges that it would incur, and ultimately have to pass on to the Council Taxpayer. As an indication, if every Council Tax and Business Rate payer used a credit card to settle their bill, the Council Tax would need to be increased by over 20% just to cover the extra bank charges.
