Partnership Working in Community Safety

Community Task Co-ordinating Group (CTCG)

This is a bi-weekly partnership meeting between departments in Fareham Borough Council (such as enforcement and licensing as well as Community Safety), the local police, and the local Fire Service representatives. At the meeting area crime reports are discussed and a statistical summary sheet is also produced - showing the levels of reported crime across the borough. Priority Patrol Areas (PPA's) are decided at these meetings along with initiatives or Joint Action Agency Groups (JAAG's).

Anti-Social Behaviour (ASB) Panel

The Anti-Social Behaviour Panel Meeting is coordinated by the FBC Anti Social Behaviour Co-ordinator and includes key agencies such as the Police, Local Authority, Probation Service, Youth Offending Team and Children’s and Adult’s Services along with a number of other partners working together for the prevention of crime and disorder as well as for the wellbeing of children and young people. The meeting provides a forum for all agencies to refer and discuss those cases which cannot be resolved through the normal interventions of those agencies acting alone.  Meetings are chaired by the Safer Neighbourhood and Partnership Performance Sergeant from Fareham Police Station.

A protocol has been drawn up in order to ensure that the meeting is as focused and effective as possible. Emphasis is placed on identifying and implementing diversionary options before any enforcement action is sought.  This consultation process is vital to ensure that the required necessity test can be met for ASB enforcement.

A new section has recently been added to the Panel in which partner agencies can refer individuals who have been the victims of ASB and may require additional support.  This is designed to ensure that residents experiencing ASB are fully supported and to identify potentially vulnerable members of the community who may require specialised services.

Joint Agency Action Groups (JAAG)

These meetings are set up to look at a local concerns in more depth and to try and identify the key factors. The JAAG members are taken from the police, local authority, youth service, residents and Ward Cllrs as well as other individuals that may have some insight into addressing key issues, for example a local headteacher. The meetings are held according to how the JAAG is progressing; some may meet every month - others less regularly.

Fareham & Gosport Domestic Abuse Forum

This joint forum meeting is held quarterly for local practitioners that may have dealings with Domestic Abuse. This includes solicitors, police, family support, voluntary organisations and local authority staff.
