Budget - £31m Capital and £55m Gross Revenue



Job Purpose:

To support the leading councillors in setting the strategic aims of the organisation to achieve the Council's vision, values and priorities managing resources effectively, efficiently and economically.

As Head of Paid Service to develop and lead corporate strategy, organisational culture and performance and provide the managerial direction and framework to ensure high quality, value for money services.

To promote and develop strategic partnerships to ensure the development of shared commitment and capacity to achieve improved services for the communities of Fareham.

To act as an ambassador for the council at all levels.

To act as The Council's Proper Officer and Returning Officer for elections.




Key Tasks:

To support the leading councillors in setting the strategic aims of the organisation to achieve the Council's vision, values and priorities managing resources effectively, efficiently and economically.

To support the Executive Leader and Elected Members to develop the Council's vision, values and priorities.

To act as the principal advisor to Elected Members on matters of general policy and to provide impartial advice and guidance to all Elected Members.

Through the Executive Leader provide proactive support for policy development to ensure the Council's overall strategic objectives are met.

To promote, manage and maintain a constructive, professional working relationship between Elected Members and the Officers of the Council.

To advise Elected Members of the legislative framework within which political decision making can take place.

As Head of Paid Service to develop and lead corporate strategy, organisational culture and performance and provide the managerial direction and framework to ensure high quality, value for money services.

To lead the Chief Executive's Management Team, (CXMT) ensuring the creative and innovative management of all Council resources, enhancing the Council's capability and capacity to achieve its objectives whilst identifying and resolving financial and other risks.

To lead the corporate and general management of the Council's services by developing and implementing corporate policy, strategies and plans that achieves effective performance and the delivery of continuous improvement.

To provide strong and inspirational leadership and direction across the Council and to coordinate the delivery of the Council's policies, objectives, services and improvement agendas.

To drive culture change and organisational development, with a clear focus on organisational agility and continue to realise the benefits of the investment in technology through increased efficiency and new ways of working.

To manage the strategic overview of resource allocation across the organisation, identify resource implications and the allocation and reprioritisation of them to ensure the continued effective delivery of services.

To ensure that the Council responds positively to external assessments and receives favourable outcomes.

To promote and develop strategic partnerships to ensure the development of shared commitment and capacity to achieve improved services for the communities of Fareham.

To provide strong and visible leadership and direction; working with partner agencies to enable the development of sustainable communities, the management of the growth agenda and encourage economic investment within the area.

To ensure that strategic relationships with partner organisations are effective, cohesive and deliver excellent services.

To ensure that robust and effective strategies, policies and systems are in place to communicate and consult with service users, partners and customers to enable feedback to reflect priorities in the provision of Council services.

To act as an ambassador for the Council at all levels.

To ensure that Fareham contributes and influences at all levels by its involvement, influence and leadership where appropriate.

To develop the Council's commitment to take a positive lead in major local and regional partnerships to achieve maximum benefit for the Borough.

To represent and negotiate on behalf of the Council on external bodies and networks as appropriate.

To support the Mayoralty and fulfil a civic role as required.

To act as The Council's Proper Officer and Returning Officer for elections.

To ensure the publication of the Electoral Register.

To be responsible for the conduct of elections ensuring that elections meet legislative requirements.
