General

This vacancy arises from the impending retirement of the present Chief Executive Officer, Alan Davies on 31 March 2009.

 

Salaries

The post is subject to the Joint Negotiating Committee for Chief Executives of Local Authorities Conditions of Service. Incremental progression is effective from 1 April each year.

The Council will reimburse the payment of one professional membership fee.

 

Local Government Pension

As a member of the Local Government Pension Scheme (LGPS), you will belong to a scheme providing access to high-quality pension benefits based on final pay

The LGPS is a contributory scheme where you pay 7.5% of earnings towards your pension and the council a further sum, currently 18.6%. If you pay into a company, occupational or personal pension scheme you can ask for the benefits you have built up to be transferred into the LGPS.

 

Politically Restricted Post

Applicants should note that this is a politically restricted post under Section 2 (1) (a) of the Local Government and Housing Act 1989.

 

Whole Time Employment

The appointment necessitates the dedication of whole-time service to the Council. It is, therefore, a condition of the appointment that the person appointed shall not hold any other paid office or paid appointment without the express consent of the Council.

NOTE: Appointments as Returning Officer (Borough Elections), Acting Returning Officer (Parliamentary & EC Elections) and Deputy Returning Officer (County Council Elections) are approved offices for the purposes of this condition.

 

Working Hours

The "out of hours" commitment of the Chief Executive Officer will be considerable and the postholder is required to be available as circumstances demand. Overtime is not payable but reasonable flexibility is allowed as to the Chief Executive Officer's office hours based around a 37 hour working week.

 

Annual Leave

Annual leave is by arrangement but is based on 30 days per annum with an extra 5 days after 5 years continuous local government service. In addition to the normal public holidays, two extra statutory days and a discretionary day are granted which are used to enable a complete Christmas to New Year closure of the Civic Offices.

 

Probationary Employment

When you join the Council, irrespective of whether you have worked in Local Government before, you will need to work a 26 week probationary period during which you will be expected to demonstrate your suitability for the post. Having completed the probationary period successfully you will then be confirmed in post.

 

Car loans and car parking

It is a contractual requirement that you provide a car for use on council business at all times, you will be entitled to a free car space immediately outside of the Civic Offices. If you do not currently own a vehicle then loans are available from the council at preferential rates to assist with car purchase. Terms and conditions apply.

Salary is inclusive of a car and mileage allowance.
