Council to name five new Aldermen

Five former councillors are to be bestowed with the title of Honorary Alderman, one of the highest honours the Council can give.

The former councillors being recognised are:

The five will be honoured at a specially convened Fareham Borough Council meeting tomorrow (June 16th  2016) at 5.30pm. It is the first time a new Alderman has been named in Fareham since 2012.

Executive Leader of the Council, Councillor Seán Woodward, said: "I'm delighted that we are naming five new Aldermen of Fareham. The rarely bestowed title of Alderman recognises eminent services to the Council and that is exactly what all five of these former councillors have given in their years in office. I would like to offer my personal congratulations to John, Marian, Tim, David and David. Between them they have served the Council for nearly 90 years in total, commitment which should inspire us all!".

Honorary Aldermen

The highest honours a Council can bestow are Honorary Alderman and Honorary Freedom. Honorary Alderman status can only be bestowed on a former councillor who has provided eminent services to the Council.  Honorary Freedom may be granted to anyone who has provided eminent services to the Borough. 

The title is derived from the Old English title of ealdorman, literally meaning "elder man". Honorary Aldermen no longer have any special rights or privileges, but will be part of civic ceremonies as determined by the Council.

Fareham's Aldermen

 

John Bryant

A member of Fareham Borough Council for 17 years where, between May 2006 and May 2007, he was Mayor of Fareham. During his time as a Councillor, John Bryant was Chairman and Vice-Chairman of many committees including Chairman of the Highways and Transportation Sub-Committee from 2000 to 2002; the Planning and Transportation Review Panel from 2008 to 2010; and the Strategic Planning and Environment Policy Development and Review Panel from 2010 to 2014.

He was also Vice-Chairman of the Planning and Transportation Committee from 2000 to 2005; the Appeals Committee from 2002 to 2004; the Leisure Overview Panel from 2002 to 2004; and the Public Protection Policy Development and Review Panel from 2014 to 2016.

John Bryant was a member of many other committees, sub-committees and working groups of the Borough Council, most notably the Procurement Sub-Committee and the Land and Property Sub-Committee.

The Council also recognised the contribution made by John Bryant as a Ward Councillor for Fareham North West between 1999 and 2002 and then Fareham North from 2002 to 2016, and as a representative of the Borough Council at many local organisations concerned with the benefit of Fareham and the welfare of its citizens.

 

Marian Ellerton

A member of Fareham Borough Council for 17 years where, between May 2003 and

May 2004, she was Mayor of Fareham. She was also Chairman of many committees including:  The Licensing and Regulatory Affairs Committee from 2002 to 2003; the Planning and Transportation Review Panel from 2004 to 2005; the Best Value Review Panel from 2005 to 2007; the Service Performance and Improvement Review Panel from 2007 to 2010; the Housing Policy Development and Review Panel from 2011 to 2015 and the Public Protection Policy Development and Review Panel from 2015 to 2016.

As Vice-Chairman Marian Ellerton sat on the Licensing Sub-Committee from 2001 to 2002 and the Crime and Community Panel from 2001 to 2002.

Marian Ellerton was a member of other committees, most notably for Housing, Licensing and Leisure and Community.

The Council also recognised the contribution made by Marian Ellerton as a Ward Councillor for Portchester West from 1999 to 2002 and Park Gate from 2002 to 2016 and as a representative of the Borough Council at many local organisations concerned with the benefit of Fareham and the welfare of its citizens.

 

Tim Knight

 A member of Fareham Borough Council for 17 years during which time he was Chairman of the Leisure Overview Panel from 2002 to 2005; Chairman of the Audit Committee from 2010 to 2012; and Chairman of the Audit and Governance Committee from 2012 to 2016.

Tim Knight was also Vice-Chairman of the Leisure and Community Review Panel from 2005 to 2006; the Service Performance and Improvement Review Panel from 2007 to 2011; and the Health and Housing from 2011 to 2014.

He was a member of many other committees, sub-committees and working groups of the Borough Council, most notably for Health and Environment, Standards and Leisure and Community.

The Council also recognised the contribution made by Tim Knight as a Ward Councillor for Hill Head from 1999 to 2016 and as a representative of the Borough Council at many local organisations concerned with the benefit of Fareham and the welfare of its citizens.

 

David Norris

A member of Fareham Borough Council for 22 years, during which he was the Mayor of Fareham from May 2014 to May 2015.

David Norris' first role was as a member of the Finance and Grants Board in 1994 to 1995 and he was a long standing member of many committees and sub-committees including Licensing and Regulatory Affairs; Public Protection Review Panel; Highways and Transportation Sub-Committee; the Management Board and Environmental Services committees.

The Council also recognised the contribution made by David Norris as a Ward Councillor for Portchester Central from 1994 to 2002 and then Portchester East from 2002 to 2016 and as a representative of the Borough Council at many local organisations concerned with the benefit of Fareham and the welfare of its citizens.

 

David Swanbrow

A member of Fareham Borough Council for 14 years which included time as Mayor of Fareham between May 2004 to May 2005.

During this time, David Swanbrow was Chairman of the Planning and Transportation Overview Panel in 2002 and again between 2005 and 2006; Chairman of the Planning Development Control Committee from 2002 to 2004; and Chairman of the Scrutiny Board between 2011 to 2016.

Executive Member for Planning and Transportation from 2006 to 2010 and Executive Member for Strategic Planning and Environment between 2010 and 2011. He was also a member of many other committees, sub-committees and working groups of the Borough Council, most notably those dealing with Planning and Development Services.

The Council also recognised the contribution made by David Swanbrow as a Ward Councillor for Sarisbury between 2002 and 2016 and as a representative of the Borough Council on many local organisations concerned with the benefit of Fareham and the welfare of its citizens.
