Designated Independent Person
Director Of Support Services
£1,428.00 - £1,428.00
40-50 hours annually
Post No : DI001
JOINT APPOINTMENT I am not and have not during the last five years been an Elected Member, Co-opted Member or officer of either Council.
SOUTHAMPTON CITY COUNCIL AND FAREHAM BOROUGH COUNCIL
Under the Localism Act 2011, all Council’s must have a procedure for dealing with complaints about the conduct of its elected and co-opted members.
To assist in promoting and maintaining high standards of conduct both Councils are required to appoint an Independent Person to assist the Monitoring Officer and Standards Committee in the resolution of any complaints.
Politically aware but remaining politically impartial, you will be consulted on the decision to investigate complaints and before conclusions are drawn following the investigation. The Independent Person may be consulted on other standards matters, including by the member who is subject to an allegation.
It is vital that the public have confidence in your impartiality and integrity. You must have the ability to consider and evaluate information and arguments before reaching sound, justified and fair conclusions; you must be able to demonstrate an independent and objective perspective to the investigation process.
With a keen interest in standards in public life, it would be helpful if you have knowledge and understanding of judicial/quasi-judicial or complaints processes together with experience of local government or other public service or complex organisations.
As independence is a vital element of the role, the law rules you out for this role if (within the past 5 years) you are (or have been) an Elected Member, co-opted member or employee of either Council, or a relative or close friend of such a person. You might also be excluded if you have a high public political profile, or if you have other close links with either Council.
An allowance totalling £1428 per annum is paid for the role, together with reimbursement of reasonable travel and subsistence expenses. A typical commitment of time would be between 40-50 hours annually spread between the two Councils.
The role is likely to start in June/July and training will be given.

I am not currently an Elected Member or Co-opted Member or officer of any other relevant authority (this includes Police and Fire Authorities);
I am not actively engaged in party political activity;
I do not have close links to either Council.

Interviews will be held on Tuesday 11th June 2019 at the Civic Offices in Fareham.
