About the role

Based at the Council’s Depot in Fareham, you would be responsible for the management and operation of the Council’s vehicle fleet and Council Depot.

You’ll hold the Council’s Operator Licence and ensure legal compliance with regulations. You would lead a team of Vehicle Fitters in the Transport Repair Workshop.

You’ll be the Council’s professional and technical lead on Transport Management reporting to and advising the Head of Streetscene on matters of concern and significant legislative changes.

You’ll control the financial and operational performance of the section ensuring best value principals are maintained and that the Council’s standing orders and financial procedures are complied with.

You’ll ensure that Health and Safety is promoted within the whole workforce and that risk assessments and safe operating procedures are in place and reviewed at regular intervals. A culture of monitoring and training especially regarding Health and Safety should also be part of everyday life.

About you

We are looking for someone who is enthusiastic, innovative and will positively contribute to driving our Transport service forward, working as an integral member of the Streetscene team.

As a minimum, you’ll need to hold a National Transport Manager CPC qualification and have relevant experience in Transport Management.

It is important to us that you have a Category ‘C’ licence and a HGV Motor Vehicle Technician/Mechanic Qualification or equivalent.

You should have excellent communication skills and be able to engage with individuals and groups across all levels of the organisation. Experience in the public sector would be an advantage as would a good understanding of Office 365. A valid driving licence and access to your own transport is essential.

As the first point of contact for all visitors and callers to the Council, you will be required to handle a wide range of enquiries and must have excellent verbal and written communication skills, along with proficient ICT skills.

The role will require you to work in our cash office, processing payments. Numerical ability, cash handling experience and attention to detail are therefore important.

You will also be required to sort and distribute incoming post and collate and prepare outgoing mail, which will involve some manual handling.

It is vital that you can work well in a team but also have the confidence and ability to work on your own when required.

Housing Development Officer

Are you looking for a fulfilling and varied role focused on the delivery of much needed affordable housing? This role will provide the successful candidate with a key role in helping to meet the objectives and actions of the Council’s adopted Affordable Housing Strategy (2019).

We are looking for a Housing Development Officer who will have the opportunity to lead on some of our own affordable housing new build sites from site identification through to practical completion. You will also work closely with the Council’s planning teams to help ensure the affordable homes delivered as part of the planning system are the ‘right homes in the right places’.

This is a varied role with elements of project management, site delivery and report writing. It will also include policy interpretation, providing advice and consultation responses on housing need and working with related partner agencies. It has the potential to be a rewarding job for the right candidate, with the ability to positively influence and contribute to affordable home delivery for the borough and our customers.

The role is part of a small team but requires a wider strategic awareness of Council objectives and close collaborative work with other Council departments, in particular the Property, Housing and Planning teams.

You’ll be expected to be able to identify potential housing sites on Council owned land (understanding constraints and capacity), and to act as ‘lead client officer’ in progressing appropriate sites from inception to practical completion. Working with different professions internally and externally you will need to drive new build projects forward successfully.

You’ll also provide advice to the Council’s Planning Service on affordable housing matters and positively work with Developers and Registered Providers as part of the planning process to best match affordable housing delivery with need.

At times the role will involve the interpretation of data and specialist information, as well as understanding Government policy. It will also include bid preparation, preparing briefing papers, report writing and effective communication with customers and the wider Council (including Senior Management and Elected Members).

This role provides an opportunity to really make a difference to people’s lives through providing good quality affordable homes. It will provide the right candidate with an opportunity to build up a breadth of knowledge and involvement in affordable housing need and delivery, at a time when the Council are growing its pipeline of new affordable development sites and beginning to look at regeneration and redevelopment opportunities of existing Council housing stock.

Assistant Housing Development Officer

This position is available on 20 hours per week (pattern of work to be discussed at interview).

We are looking for an enthusiastic and proactive person to join our growing team focused on delivering more affordable housing in the borough. This role will support the Head of Housing Delivery and the affordable housing policy and development functions of the Council as we seek to deliver against the objectives and actions outlined in the Council’s Affordable Housing Strategy (2019).

It will include a variety of tasks such as data collection and analysis, positively engaging and maintaining relationships with Registered Providers (as part of monitoring affordable home delivery) and providing day to day support on individual housing projects.

The role will be varied including data returns and community engagement. The successful candidate will have the opportunity to support and be involved in exciting projects to deliver new affordable homes. Subject to skills and experience you could have the opportunity for salary progression up to £15,730 per annum.

You should be enthusiastic, friendly, and have a customer focussed attitude. Able to work independently you will also need to be willing to positively assist the wider team with their work tasks and requirements.

You will need to be able to undertake data collection and analysis. This will include articulating the results of your analysis verbally in in writing, or through the submission of data returns. It will be important that you recognise the importance of maintaining accurate data/records and ensuring that any analysis of that data is correct.

Excellent ICT skills are essential, particularly with Excel. You must have an organised approach to your work and be able to demonstrate excellent verbal and written communication skills.

You will need to be flexible and able to adapt to changing work requirements, happy to take on whatever comes up, whenever it comes up whilst remaining calm, positive and cheerful.

You will have GCSEs grade A-C (or equivalent) in Maths and English. A full driving licence and access to your own vehicle is desirable for this post to ensure you can assist the wider Housing Delivery Team.

Fareham Housing own and manage approximately 2,400 affordable homes in the Borough. We are looking for an experienced and dynamic person who can assist the Council’s Responsive Repair team in connection with day-to-day repairs to Council homes. The successful candidate will also manage small repair/improvement projects to Council properties from project inception through to completion as well as instructing and monitoring the use of contractors (used through a contractor Framework as part of the upkeep of the Council’s housing stock).

It is essential that the Council’s customer orientated approach is central to the work of the Responsive Repairs Team, whilst ensuring works are dealt with properly and efficiently.

You’ll be required to positively assist the Responsive Repair Team and wider members of Building Services. You’ll use your own knowledge and experience to provide advice or information to senior managers and the wider team. This could include technical report writing or responding to written enquiries. In all this you’ll be expected to maintain professionalism and the ability to manage competing priorities.

Your responsibilities will include visiting tenants, scheduling remedial and improvement works, undertaking pre & post inspections, quotation exercises, supervision of contractors and collection of stock condition data.

You’ll be responsible for developing proposals, managing works under maintenance contracts and agreements. You’ll work with service providers to resolve building issues and understand budget concerns. You’ll research innovative design and cost-effective delivery methods; and prepare reports for the Property Manager.

You’ll be called upon to provide technical and professional advice to Elected Members, Officers and members of the public, so a customer focused approach is key to success in this role.

We are looking for someone who is a positive and enthusiastic, able to apply technical expertise to maintenance issues and successfully work with varied contractors on our Responsive Repair Framework. The successful candidate will also manage some minor-works projects associated with the repair of Council homes.

As a minimum, you’ll need to have a building related HNC or be able to demonstrate extensive relevant experience at an appropriate level in an affordable housing repairs team or closely related field.

You will need strong building knowledge so that you can offer advice or make decisions for the wider team when needed. Capable of making quick decisions under pressure you’ll also need to be able to demonstrate you can manage competing priorities as well as being able to deal with enquiries in writing, by email or over the telephone in an appropriate and courteous manner.

You will need a good knowledge of H&S legislation in all related areas to the role plus the ability to interpret and apply it. Understanding the energy performance of buildings and greener solutions for residential properties would be an advantage.

You should have a good understanding of various ICT systems and the ability to monitor and interpret data.
