The development of the Welborne Plan reached another milestone today when the Independent Government Inspector, David Hogger sent a letter to the Council outlining the preliminary findings from his Examination of the Plan.
The letter follows the Examination hearing sessions which took place in October. It outlines a number of changes, known as Main Modifications, that the Inspector thinks should be made to the Welborne Plan in order to make it 'sound' and meet with national planning policy.
The suggested modifications to the Plan relate to issues discussed at the hearing sessions, such as transport, affordable housing, the environment, energy efficiency and the locations of the secondary school and recycling centre. You can view the letter at www.fareham.gov.uk/planning/new_community/welbornesubmission.aspx
The Inspector's letter will be considered at a meeting of the Full Council in the New Year and the Main Modifications will be published for public consultation. Following this, the Inspector will prepare his final report which will set out whether he finds the Welborne Plan sound and legally compliant.
Executive Member for Planning and Development, Councillor Keith Evans said: "This is another important milestone in the development of the Welborne Plan. The changes the Inspector has asked us to make were discussed at the Examination hearing sessions and were expected. Everybody will have a chance to comment on them when we publish the updated Plan shortly. The Inspector will take into account any comments made before making his final decision."
If the Plan is found sound, then the Council will be able to formally adopt it as part of the Council's Local Plan and use the policies in the Welborne Plan to assess future planning applications for Welborne by site promoters.
