All of our car parks are patrolled regularly and you will need to pay a penalty charge if you fail to comply with parking regulations displayed on notice boards in them. Examples of the most common offences are:
The current charge is either £70 (higher contravention) or £50 (lower contravention).
Our civil enforcement officers (CEOs) will only serve a penalty charge notice (PCN) if a vehicle has contravened regulations or restrictions. A PCN will be placed on the front windscreen of your vehicle, handed to you or sent through the post.
The PCN will be for £70 or £50 depending on the level of the offence and must be paid or challenged within 28 days. A 50% discount will be granted if you pay within 14 days.
You can do this by cheque, pay online (Select 'Parking Penalty Charge Notice') , on our automated telephone service or personally at the cash office at the Civic Offices. These options are explained on the back of the PCN.
You have a right to challenge the service of the PCN and this can be done online. You will need the PCN number and the vehicle registration number. Both of these numbers are located on the parking ticket.
The discount period will be reset if an appeal is made within 14 days of the date of service of the PCN.
You are not able to pay and make a challenge.
Unresolved disputes are settled through the Traffic Penalty Tribunal. This is an independent body based in Manchester. A PCN is a civil debt and we will pursue non-payment through the County Court system.

Civil Enforcement Officers patrol Council car parks and utilise body worn cameras in order to enforce the parking terms and conditions for each site. Where these have not been complied with, your personal data may be collected, processed, shared and retained in order to carry out the performance of a public task and fulfil our legal obligations in the following ways:

Fareham Borough Council manage and maintain various car parks across the Borough as well as issuing season tickets, permits, pay and display/pay on foot parking tickets and enforcing parking restrictions.
In order to perform these functions, the Council will collect information about you from ANPR when entering a ANPR controlled car park or where we ask you to enter your vehicle registration for the purposes of purchasing a ticket (vehicle registration), from body worn cameras [WS1] and the DVLA where we need to request details of the registered keeper of the vehicle to pursue an unpaid Penalty Charge Notice.
Information collected about you may include vehicle registration number, make, model and colour of vehicle; photographs of the vehicle; name and address of the registered keeper; footage from body worn cameras used by Enforcement Officers; dates of payments and how payments have been made.
For the purposes of appeals and enforcement, we share your information with Enforcement Agent services, and may share with third parties for the purpose of law enforcement and prevention of fraud.
Your data is stored securely and deleted when it is no longer required. Where data is collected by third-parties, such as for the purpose of collecting payment for parking, they are required to keep your data securely and hold it no longer than is necessary.
