The Welborne Plan has been supported by a Sustainability Appraisal (SA). This is a way of testing a range of options for development against social, economic and environmental sustainability objectives.
The Sustainability Appraisal ensures that all reasonable alternatives are considered and that policies in the plan contribute to sustainable development. The Sustainability Appraisal fulfils the requirements set out in the EU directive on Strategic Environmental Assessment.
The first stage is called the scoping report. It sets out the sustainability objectives for the plan, establishes the baseline against which options will be tested and identifies issues which must be taken into consideration when developing the Welborne Plan. A Scoping Report was initially published in July 2009 (6 MB). The comments received (148 KB) during the 2009 consultation period have been summarised and taken into account in an updated Scoping Report published in July 2012 (6 MB). Comments received on the July 2012 report have been taken into account in the Sustainability Appraisal Options Assessment.
The Council has prepared an assessment of the options considered during the preparation of the Draft Plan. The Sustainability Appraisal Options Assessment (2 MB) tested a range of policy options against social, economic and environmental sustainability objectives. The results have been used to inform the policies in the Draft Welborne Plan. This document was consulted on during April - June 2013.
A full Sustainability Appraisal (5 MB) of the Draft Welborne Plan was published in October 2013 and subjected to six weeks of public consultation. This report assesses the social, economic and environmental effects of the policies contained in the Draft Welborne Plan (4 MB). The outcomes from this appraisal, together with the responses to the consultation have been used to revise policies in the Publication Draft Welborne Plan. A summary of how the responses have influenced the Welborne Plan has been published in the Sustainability Report on the Publication Draft Welborne Plan.
The latest Sustainability Appraisal Report (5 MB) accompanies the Publication Draft Welborne Plan. The report presents an overall assessment of the Welborne Plan and explains the reasons for the selection of preferred policies and the reasons for rejecting their alternatives. It also includes an analysis of all the consultation responses received about the Sustainability Appraisal up to the Draft Plan stage.
