Consultation announced for Welborne Planning Application

Fareham Borough Council has confirmed receipt of amendments to the outline planning application submitted by Buckland Development Ltd in 2017 in respect of Welborne Garden Village.  The Council is now consulting on these amendments and all interested parties will be able to comment until 1st March 2019.

The original outline planning application proposed a new community of up to 6,000 homes with supporting shops and community facilities, employment space, schools, parks and open spaces.  There was also attention to the local roads, cycling and pedestrian routes including a major change to J10 of the M27 that would see the junction become an ‘all moves’ junction.  The revised application includes a redesigned J10 layout for the M27 revisions to the local road network and changes to how and where various community facilities, such as schools and the new district centre, will be provided along with updated plans and strategies.

Although the original application was submitted in 2017, there were a lot of areas where it needed more work before it could be properly considered.  The proposed changes put forward seek to address those issues and are the result of many months of detailed work undertaken by various agencies on behalf of Buckland Development Ltd. The revised application is a vast document and is currently in the process of being uploaded onto the Council’s website and this process will be complete by close of business on Friday 11th January.  To view the documents visit www.fareham.gov.uk, choose ‘Planning & Building Control’ from the home page, then ‘Search Online Planning Applications’ using the reference number P/17/0266/OA.  Alternatively visitors to the Civic Offices can view the application between 8:45am and 5:15pm Monday to Thursday and 8:45am and 4:45pm on Fridays.

Comments on the application can be made online by emailing devcontrol@fareham.gov.uk or by writing to the Planning Department at Fareham Borough Council. There is also an opportunity to chat to the planning team in person at one of two Community Action Team (CAT) meetings.  These will be held on Friday 1st February at Knowle Village Hall and Tuesday 12th February at Ferneham Hall.  Both meetings start at 7:00pm.

Cllr Seán Woodward, Leader of Fareham Borough Council, said: ‘Although Welborne Garden Village is crucial in terms of Fareham meeting its housing numbers, it is equally important that it is well-designed with appropriate supporting infrastructure.  We would urge all those interested in this new development to look at the revised application, come along to one of the CAT meetings and comment as appropriate.’

The consultation closes on Friday 1st March 2019.
