Clip & Collect Garden Waste Service
Terms and Conditions
1. The Service
Our Clip & Collect service provides fortnightly collections of garden waste from eligible properties within Fareham Borough.
Subscribers will receive up to 25 collections per year, with collections taking place every two weeks. There is a two-week pause to collections over the Christmas and New Year period.
Garden waste collections are optional and are not included within Council Tax.
2. Eligibility
To subscribe to the service:
- Your property must receive household waste and recycling collections from Fareham Borough Counci
- Your property must use wheeled bins for waste collection
- If you live in a property with communal waste facilities, you must have a suitable location on your property to store the garden waste bin. If suitable storage is not available, the service cannot be provided
3. Current Charges (2025/26)
- £44 one-off charge for a 240 litre brown-lidded garden waste bin (one-off charge)*
- £73 annual subscription fee (this is £62 for residents that initially purchased a 140 litre garden waste bin when the service first launched)
* Please note: Whilst we provide new bins where possible, we do occasionally reuse bins that have been recovered, inspected and deemed fit for purpose as part of our commitment to reducing waste and making the best use of Council resources.
No new subscriptions are available for 140 litre bins. Existing customers with a 140 litre bin may continue to renew their subscription.
A household may subscribe to up to five garden waste bins.
A single online account can manage subscriptions for up to three properties.
4. Payment
Subscriptions must be paid in advance.
Payment can be made:
- Online
- By telephone
- By any other payment methods offered by the Council
Customers subscribing online may choose to join the recurring payment scheme, where subscription fees are automatically renewed annually.
We will provide advance notice before any renewal payment is taken.
Failure to pay the annual subscription fee may result in the suspension of collections until payment has been received.
5. Delivery of New Bins
Subscriptions begin when payment has been received.
Collections cannot begin until a garden waste bin has been delivered.
Delivery times vary throughout the year. During periods of high demand, particularly during the spring and summer months, delivery may take up to four weeks.
No reduction or refund will be provided for collection rounds missed while waiting for a bin to be delivered.
6. Cancellation and Refunds
Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, customers have a 14-day cooling-off period from the date of purchase.
If you cancel within this period and the service has not commenced, a full refund will be provided.
After the 14-day cooling-off period:
- You may cancel your subscription at any time
- Subscription fees are non-refundable
- Your garden waste bin remains your property

7. Moving Home
If you move within Fareham Borough:
- Please take your garden waste bin with you
- Notify the Council of your new address before moving where possible
If you move outside Fareham Borough:
- Your subscription will be cancelled
- Refunds will not be available for any unused portion of the subscription
8. Accepted Materials
The following items can be placed in your garden waste bin:
- Grass cuttings
- Hedge clippings
- Leaves
- Flowers
- Small plants
- Fallen fruit
- Twigs
- Bark
- Small branches and prunings (less than 75mm diameter)
9. Materials We Cannot Collect
The following must not be placed in your garden waste bin:
- Food waste
- Soil
- Turf
- Compost
- Stones
- Gravel
- Plastic bags
- Treated timber
- Large branches (over 75mm diameter)
- Any other household or commercial waste
Bins containing unacceptable materials will be considered contaminated and will not be emptied.
10. Presentation of Bins
- Waste must be placed loose inside the bin
- Bin lids must remain fully closed
- No side waste will be collected
- Bins that are too heavy to be safely lifted will not be emptied
- Bins must be presented by 6am on the collection day
Only Fareham Borough Council-issued garden waste bins will be emptied
11. Assisted Collections
Residents who already receive an assisted collection for household waste and recycling will automatically receive an assisted garden waste collection.
12. Missed Collections
If a collection is missed due to a Council error, we will make reasonable efforts to return and complete the collection.
Refunds will not be provided for missed collections or service disruptions.
Collections may occasionally be affected by circumstances beyond the Council's control, including severe weather, vehicle breakdowns, industrial action, or other operational issues.
13. Contamination and Misuse
If a bin contains unacceptable materials, it will not be emptied.
It is the subscriber's responsibility to remove any contamination before the next scheduled collection.
Persistent contamination or misuse of the service may result in collection services being suspended or cancelled.
14. Commercial Waste
This service is for household garden waste only.
If a gardener, landscaper or contractor carries out work at your property, they are responsible for disposing of any waste they produce in accordance with commercial waste regulations.
15. Service Changes
The Council reserves the right to amend charges, collection arrangements and these Terms & Conditions. Subscribers will be notified of any significant changes.
16. Statutory Rights
These Terms & Conditions do not affect your statutory rights.
