What was talked about?

Cllr Davis, the Chairman of the meeting, gave a brief introduction and introduced the speakers.

Local Police Issues: PS Rackham

PS Rackham introduced himself as a member of the Fareham East Neighbourhood Policing Team. The Team has two PCs and two PCSOs covering the Portchester area. Supported by more officers on the front line, Hampshire Constabulary are focussing on three key areas:

The main issues being reported in the Portchester area are vehicle and shed break ins, bike thefts and ASB offences. PS Rackham acknowledged that there is likely to be an increase in ASB offences in summer, and his team will patrol key areas. There are increasing reports of violence against women and girls which take the form of harassment in the street causing alarm and distress for victims. 

Work is currently taking place to upgrade the 101 system. Residents are asked to continue to report crime either through 101, the online reporting tool External Hyperlink or by calling 999

The Neighbourhood Policing Team is keen to engage with the community. If you have events coming up, or are part of a community group, please let PS Rackham know.

Questions from the floor

Q: Is there the same presence of officers at night as there are during the day?

A: Fareham District Neighbourhood Policing Team do come down to Portchester late at night to engage with local pubs and provide a visible presence.  In addition, the Response Control team patrol the area 24/7, but will primarily respond to reports of crime.

Q: Prior to covid, the police used to hold monthly surgeries - will these start again?

A: Yes, these have now restarted. The first one was held a week ago in Portchester Library. The Inspector and PS Rackham also undertake online engagement. Will look at advertising these more widely and will link in with Councillors.

Update on the developments in the Borough:  Executive Leader of Fareham Borough Council, Cllr Sean Woodward

Cllr Woodward gave a presentation on recent developments and Council initiatives across the Borough and outlined some of the exciting projects that are planned over the next few years. This is a link to the Portchester Community Action Team presentation PDF (10 MB).

Questions from the floor

Q: The coastal path sign by Portchester Castle has been ripped out. This was reported on 26 May 2023, but not yet fixed. When are the team likely to fix this?

A: Local Councillors have also reported this and will follow up.

Q: The access road to Assheton Court is very narrow, how will trucks be able to navigate that? Concern during redevelopment work but also when work has been completed.

A: A design Access statement will have been submitted as part of planning application. Councillors can support you to access that information if needed.

Q: Osborn Road car park – the car park currently has 60 allocated disabled parking spaces, but the new surface car park only has provision for 7.  Where will rest go?

A: There are a number of other car parks which offer allocated disabled parking spaces. If you are a blue badge holder, you can park free in all pay and display car parks (including coastal car parks) by displaying your badge in your parked vehicle, with the valid serial number and expiry date clearly visible. Pay on foot car parks (the current Osborn Road multi-storey, Fareham Shopping Centre multi-storey and Mark Quay) are only free to Blue Badge holders who are resident in the Borough of Fareham and have applied for free parking. All spaces in the new Osborn Road car park will be a lot bigger and more accessible than in the existing car park. 

Q: Parking charges at Wicor Rec – how did the idea of it as a coastal car park come up when no safe access to coast from Wicor, and will lighting be installed?

A: The coast is clearly visible and can be accessed from Wicor. The decision has been made to designate Wicor as a coastal car park and introduce charging, but the decision over tariff levels is yet to be made. There is currently no intention to install lighting at the car park.
