Local Plan Scoping Consultation
We are seeking your views on the Local Plan Scoping Consultation between 24th August and 2nd October. This is the first stage of consultation on the new Fareham Local Plan.
Why are we consulting?
This initial "scoping" consultation is the first public consultation required under the Government's new plan-making regulations and provides an opportunity for residents, businesses, landowners, community organisations and other stakeholders to help identify the issues, opportunities and challenges that the Local Plan should address.
Whilst the Council has a legal requirement to plan positively for future housing, employment and infrastructure needs including national planning requirements on number of new houses needed, your input can and will influence the direction of the Local Plan, particularly at the early stages, including where growth happens, how places look and function, and what policies are applied to development.
Alongside this consultation, we have published a Baseline Information Report
(1 MB) - see report below - which provides an overview of Fareham today. It brings together key information about the borough's population, homes, economy, environment, infrastructure, transport network, town centres, health and community facilities. The report helps to explain the characteristics of Fareham, the challenges the borough faces and the opportunities for future growth and improvement.
At this early stage, no decisions have been made about where development may take place. Instead, we want to hear your views on the key matters that will help shape the future direction of the Plan.
We are seeking feedback on:
- What you value most about Fareham
- What concerns you about future change
- What improvements you would like to see
- How the borough can grow sustainably
- What priorities the Local Plan should focus on
Your comments will help inform the evidence gathering process and the preparation of future stages of the Local Plan.

If you prefer to read a hard copy of the consultation documents, copies will be available at libraries across the borough and can also be viewed on request at the Civic Offices in Fareham.
