Fareham Borough Council formally approved (106 KB) the Community Infrastructure Levy (CIL) Charging Schedule on 25 April 2013 to start from 1 May 2013. Development permitted from 1 May 2013 will be liable to pay the Levy as per the charges set out in the schedule below. Charges will be payable when development starts.
We have also published a Community Infrastructure Levy Regulation 123 List, which is set out below. This sets out what projects or types of infrastructure may be funded through the Community Infrastructure Levy (CIL). In order to prevent double charging, anything on this list cannot be funded through Planning obligations. Payment may be made by instalments in the circumstances as set out in the instalments policy below.
When you make a planning application, you will have to submit additional information to us to allow us to calculate your CIL liability and any discounts correctly. Please do this using the additional information form available from the Planning Portal
Community Infrastructure Levy Regulations came into force on 1 September 2019 introducing the requirement for the Council to publish an Infrastructure Funding Statement annually from 31 December 2020.
The Infrastructure Funding Statement sets out how developer contributions have been and will be used to provide infrastructure within Fareham Borough. This funding is secured through planning permissions that have been implemented.
The Infrastructure Funding Statement contains a list replacing the CIL Regulation 123 list and reports on the infrastructure projects or types of infrastructure that the Borough Council intends to fund either wholly or partly using the CIL and other planning obligations. Please click here to view the Infrastructure Funding Statement (221 KB).
This Policy is made in line with regulation 69B of The Community Infrastructure Levy Regulations 2010.
The Community Infrastructure Levy will be payable as follows:
a) Where the Chargeable Amount is less than £25,000
b) Where the Chargeable Amount is between £25,000 and £250,000
c) Where the Chargeable Amount is over £250,000
The instalments policy takes effect on the 1st May 2013.
