Parking for disabled people

If you are a blue badge holder, you can park free in all pay and display car parks by displaying clearly your badge in your parked vehicle, with the valid serial number and expiry date clearly displayed. In pay on foot car parks, blue badge holders must pay. If you are a blue badge holder who lives in the Borough of Fareham, you can apply for a swipe card for free entry and exit in pay on foot car parks.

To apply for a swipe card as a resident of the Borough of Fareham

Bring your blue badge to the customer service centre on the ground floor of the Civic Offices, along with proof of your address. Any one of these is proof:

To apply/review/replace as a carer

As a carer, you will need to provide the following:

To replace a lost swipe card

Come into the customer service centre at the Civic Offices with proof of your address (see guidelines above) and your blue badge. We charge £10 to provide a replacement swipe card and this can be paid at the cash office in the customer service centre.

To renew a swipe card

If you are issued with a new blue badge, you will need to bring in your old swipe card, your new blue badge and proof of your address (see guidelines above). We will re-programme the swipe card so that you can use the Pay on Foot car parks.

Please note: when applying for a swipe card at the Civic Offices, you must provide your blue badge or a letter from yours or the badge holders GP.

Resident Parking

If you have a blue badge and are also within a resident parking scheme, we will issue you a resident permit free of charge as long as you live in the road and your vehicle is registered at the address within the scheme.

You will still need to apply in the same way as other residents and you will need to provide a copy of your blue badge along with the application form.

If you do not have a vehicle but have regular visits by family members for your daily care needs, we may be able to issue them with a resident permit to visit you. Please follow the steps above but add if you are able to a Doctors letter or one from a health worker confirming that you have regular visits.

Essential visitors such as Nurses, Midwifes and Health Workers are issued with a separate permit that they can use when visiting clients within these restricted areas.
