Fareham Borough Council formally approved a Revised Community Infrastructure Levy (CIL) Charging Schedule at the meeting of Council on 9 April 2024. 

The approval minutes and accompanying report pursuant to section 213(3B) of the Planning Act 2008 can be found here.

The new Charging Schedule will take effect from 1 May 2024.

Development permitted from 1 May 2024 will be liable to pay the Levy as per the charges set out in the schedule.

The CIL webpages will be updated to reflect the new Charging Schedule on the 1 May 2024.

The Draft Community Infrastructure Levy Charging Schedule is being considered by the Executive at its 8th April meeting. The Executive is being asked to recommend the draft charging schedule to Full Council for approval as required by Section 213 (2) (a) of the Planning Act 2008.

The documentation, including the draft schedule, can be found on the agenda items for the meeting (item 9(1)).

The Council is now consulting on a revised Draft Charging Schedule in response to the recommendations made by the Examiner in the Examination Report.

Update 03rd November 2023

The Council has now received the Examiners Final Report following the Community Infrastructure Levy (CIL) Draft Charging Schedule examination.

The Council is considering the Examiners' recommendations and next steps.

Update 25th July 2023

The Programme Officer has written out to all representors regarding the hearings into the Fareham Community Infrastructure Levy (CIL) Draft Charging Schedule, this letter has now been added to the examination library : PO01 Programme Officer Hearings Letter PDF (109 KB)

It is intended that the hearings will last one day, starting at 11:00am on Wednesday 6th September 2023 at

The hearings will not be livestreamed or recorded. If you wish to observe the hearings then limited seating will be available, however, you must inform the Programme Officer in advance and provide her with your name and the names of any observers in your party.

All those that are attending the hearing will be required to sign in at the Civic Offices.

Update 14th June 2023

Submission of Charging Schedule for Examination - Following the consultation on the Community Infrastructure Levy Draft Charging Schedule (17th March – 1st May 2023) Fareham Borough Council has today, (14th June 2023), submitted the Schedule to an independent Inspector for Examination. Please see CIL Inspection Library.

As required by Part 19 (1(b)) of the Community Infrastructure Levy Regulations 2010, the Council has produced a Statement of Representation and Modifications which sets out the responses received to the consultation, along with the Council's response. As a result of the consultation, the Council is proposing to make a small number of modifications to the Charging Schedule. These changes are set out in the Statement of Representation and Modifications and are clearly identified with a modification identification number:

As specified in Part 21 (3) of the Regulations, the Council is required to invite any person to request to be heard by the examiner in relation to the modifications identified in the Statement of Representation and Modifications.

The right to be heard (in relation to the modifications only) must be submitted to the Council in writing before Wednesday 12th July 2023 (a four week period specified in 21 (5(a)) of the regulations. Requests must be made to the Council via post or email.

Next steps

All representations received on the Community Infrastructure Levy Draft Charging Schedule will be collated and used as set out in the Statement of Representations Procedure.

Approval of the current Community Infrastructure Levy Charging Schedule (2021)

Fareham Borough Council formally approved a Revised Community Infrastructure Levy (CIL) Charging Schedule on 10 June 2021 to start from 15 June 2021 - Approval Minutes of Meeting

Development permitted from 15 June 2021 will be liable to pay the Levy as per the charges set out in the schedule below. Charges will be payable when development starts.

Payment may be made by instalments in the circumstances as set out in the instalments policy below.

When you make a planning application, you will have to submit additional information to us to allow us to calculate your CIL liability and any discounts correctly. Please do this using the additional information form available from the Planning Portal External Hyperlink.
