Government Procurement Card Transactions

Fareham Borough Council uses the Government Procurement Card issued by NatWest Bank under the procurement framework owned by the Crown Commercial Service.  In accordance with the Local Government Transparency Code, every transaction on a Government Procurement Card is published below.

Understanding the Data

• In November 2015 the Coucil changed from Royal Bank of Scotland to NatWest cards
• Up to November 2015 the data has been extracted from the Royal Bank of Scotland's online management reporting tool
• From November 2015 the data for the new cards has been extracted from the NatWest Bank online management reporting tool
• For Royal Bank of Scotland transactions the transaction amount shown is the gross amount.  This is because the source of the data cannot separate out recoverable VAT
• During the months November 2015 to January 2016 transactions were reported by both card issuers
• The VAT that cannot be recovered cannot be identified from the source data
• Up to November 2015 the merchant category code used is based on the Visa Merchant Category classification codes
• From November 2015 the merchant category code for the new cards is based on the Mastercard Merchant Category classification codes
• Card scheme 1 covers low value/low volume purchases made by nominated Council employees
• Card scheme 2 covers internet purchases from preferred suppliers' websites (e.g. clothing, etc)
