Increasing our rates of waste and recycling

Fareham Borough Council is beginning its preparations to introduce 'Simpler Recycling', delivering on its commitment to increasing recycling rates and reducing the Borough's impact on the environment.

What is Simpler Recycling?

Required under the Environment Act 2021, 'Simpler Recycling' aims to increase household recycling rates by making it possible for people across the country to recycle the same materials without needing to check what their council will accept. Further details can be found in the Government's Simpler Recycling Policy update External Hyperlink - Opens in new tab.

What does this mean for Fareham residents?

What about the other recyclables?

Hampshire County Council, as Waste Disposal Authority, has advised that the current waste disposal infrastructure cannot currently process paper, card, metal, glass and plastics in a way that is compliant with the new Simpler Recycling requirements.  It would be possible for Fareham Borough Council to collect glass from residents' kerbsides, however this would come at significant additional cost.

Consequently, there will be no change to other materials collected for recycling until the new Materials Recycling Facility  External Hyperlink - Opens in new tabopens at the end of 2027.  This has a minimal impact on the Borough's potential to improve recycling performance and incurs no additional costs.

A timeline for the full implementation of 'Simpler Recycling' in Fareham will be available shortly.

How many bins will I have?

Fareham residents will be provided with an outside caddy for food waste, alongside the existing blue-lidded recycling bin and green-lidded household waste bin. You will also receive a kitchen caddy to collect food waste in the home.

How will the new services be funded?

The new food waste services will be funded by the Government.   Around £970,000 has been received for new bins and vehicles and £308,000 for the additional costs of introducing the service.  An announcement about the on-going funding for food waste collection is expected shortly.

The Council has also received around £700,000 from the Government's Packaging Extended Producer Responsibility (pEPR) scheme; however a similar amount was removed from our 2025/26 Financial Settlement and so the net impact is unchanged.

What happens until then?

All services will remain unchanged until the new services are in place. Residents will receive notification of the changes ahead of time. You can find current information on Council Waste and Recycling here.
