Business Rates, Business Grants and the Coronavirus (COVID-19)

There are a number of grants schemes in operation or development to assist businesses who have been impacted by the restrictions arising from the Coronavirus pandemic. Many have now closed to new applications, but some are still available.

RSG - HPLC

 

Restart Grants

 

Business Rates payers who offer in-person services and whose main business  on 1 April 2021 is hospitality (food and drink), Leisure, Accommodation, Personal Care, Gyms and Sport.

 

One off payment of £8,000, £12,000 or £18,000 (based on the rateable value of the property)

LRSG (C) / A

 

Local Restrictions Support Grant (Closed) Addendum

 

Business rates payers forced to close by the government during a National Lockdown.

Businesses required to close but still partially trading, for example, by adapting to takeaway, click and collect or online trading are still eligible

 

£1,334, £2,000 or £3,000 every four weeks (based on the rateable value of the property)

The earlier part of this scheme has now closed. However, we can still take new applications for businesses forced to close between 16 February 2021 and 31 March 2021.

CSP

 

Christmas Support Payment for Wet-Led Pubs

 

Pubs and Bars who derive more than 50% of their income from sales of drink.

Businesses must be liable for business rates, open to the general public and allow free entry
 

 

One-off payment of £1,000

 

Scheme now closed and all eligible payments made.

 

CBLP

 

Closed Business Lockdown Payment

 

Business rates payers forced to close by the government during the National Lockdown commencing 5 January 2021.

Businesses required to close but still partially trading, for example, by adapting to takeaway, click and collect or online trading are still eligible.
 

 

One-off payment of £4,000, £6,000 or £9,000 (based on the rateable value of the property)

 

Scheme now closed to new applicants.

Additional Restrictions Grants Tranche 1

 

Businesses with a minimum turnover of £10,000, who have suffered a financial loss of at least 15% during the November 2020 National Lockdown and who are not eligible for a Local Restrictions Support Grant.

 

One off payment of £1,334, £2,000 or £3,000 depending on nature of the business's premises.

Top up of £2,500 for businesses operating from domestic premises.

This original scheme closed on 28 February 2021, but we are considering future schemes, so please complete the application above to be considered for these. 

 

ARG T2 P1

 

Additional Restrictions Grants Tranche 2 Part 1

 

Businesses with a minimum turnover of £10,000, who have suffered a financial loss of at least 15% during the December 2020 Tier 4 restriction and January 2021 National Lockdown, and who are not eligible for a Local Restrictions Support Grant.

 

One off payment of £4,000, £6,000 or £9,000 depending on nature of the business's premises.

Top up of £2,500 for businesses who are not rate payers but operate from commercial premises and who did not receive assistance under the previous discretionary scheme.
 

 

Payments automatically sent to recipients of ARG T1 who also qualify for this grant

 

ARG T1M

 

Additional Restrictions Grants for Market Traders

 

Businesses who actively trade at the Fareham or Portchester Markets

 

Varies depending on the frequency and cost of hiring the market stall between 14/12/20 to 31/03/21. An extension to this scheme is also currently being considered.

 

Arranged via the Market Operator.

 

ARG Taxi

 

Additional Restrictions Grants for Taxi Licence holders

 

Holders of a current Taxi Licence issued by Fareham Borough  Council, who live or operate in the Borough.

 

One off payment depending on the type of licence held. Grants only paid out on one licence type.

Operator Licence Holders: £8,480

Vehicle or Driver Licence Holder: £1,915

LRSG (O)

 

Local Restrictions Support Grant (Open)

 

Business rates payers severely impacted when the borough is in Tier 2 or Tier 3.

Covers businesses in the Borough in the hospitality, hotel, bed and breakfast and leisure sectors.

Businesses which are in the supply chain and whose primary customers are in the same sectors, would also be eligible for these grants.
 

 

£467, £700 or £1,050 every two weeks (based on the rateable value of the property)

 

Scheme now closed to new applicants.

 

State Aid/Subsidy Control

State Aid is the financial support given to businesses by Government. The nature of the State Aid rules have changed as the country has now left the European Union.

Fareham Borough Council must be satisfied that all State Aid and Subsidy Control requirements have been fully met and complied with when making grant payments. If you are unsure whether the rules apply to you, please see this further guidance.

Restart Grants (RSG-NER and RSG-HPLC)

On 3 March 2021, Government announced the introduction of grant support for non-essential retail, hospitality, accommodation, leisure, personal care and gym businesses in England. The scheme is called the Restart Grant.

This support will take the form of a one-off grant funding scheme from 1 April 2021.

The primary principle of the Restart Grant scheme is to support businesses that offer in-person services, where the main service and activity takes place in a fixed rate-paying premises, in the relevant sectors.

The scheme is only available for Business Rates payers and they must have been trading on 1 April 2021 to be eligible to receive funding under this scheme.

There are two sets of grants available: 1) Non- essential retail and 2) Hospitality Leisure, Personal Care, Sports and Gyms. The value of the grant is calculated based on the rateable property of the premises occupied by the business as follows:

Non-essential retail premises

Hospitality, accommodation, leisure, personal care, sports and gym premises

If you think your business will be entitled to one of these grants, please complete this application form External Hyperlink.  Please note there are no automatic payments under the scheme and all businesses must complete an application to receive this grant. However, the application form contains a fast track route for previous applicants who have received a grant payment under the Local Restrictions Support Grants Schemes, which is activated depending on the answers given.

Local Restrictions Support Grants (Closed) (LRSG-C) - Addendum 3

The Government has provided grant funding for businesses who have been forced to close when the Borough was in Tier 2, Tier 4 or National Lockdown restrictions. Most of these schemes have now closed but new applications can still be made for the period covering 16 February 2021 to 31 March 2021.

Where a business has been forced to close under these restrictions, Fareham Borough Council can offer the following Business Grants: 

In order to apply for the grant, you must be the ratepayer and your business must have been open and trading in the premises on the 4th January 2021.

A tool to identify if you are a business which has been forced to close External Hyperlink has been published  by the Government.

Businesses forced to close, but able to provide a takeaway service only, or click and collect service, may still be eligible for the Local Restrictions Grant (Closed) Scheme.

If your business has been forced to close for this period and you wish to claim one of the grants listed above, please complete this application form External Hyperlink and provide the proof of your Bank Account where requested.  We may have asked you to provide evidence of your Bank Account before but providing this again as an attachment to this application will help us to pay your grant more quickly.

Additional Restrictions Grants (ARG-T1 and ARG-T2 Part 1)

The Additional Restrictions Grant Schemes provide support to businesses (including charities, non -profit organisations, community interest companies or similar organisations) who have not been forced to close but have suffered losses of at least 15% during the relevant periods of restrictions.

These Schemes are NOT available for businesses who are eligible for assistance under the Local Restrictions Support Grant (Closed) scheme. 

The scheme aims to assist the following 3 eligible groups:

There are currently 2 Additional Restrictions Grant Schemes which have now closed. However, applications are still being accepted and they will be considered under the next schemes which are currently in development.

Additional Restrictions Grants for Market Traders (ARG-T1M)

The scheme is available for market traders operating as part of the Fareham and Portchester markets. The aims of this scheme are to support existing market traders, and to provide opportunity for casual or new traders to trade.

The scheme will also provide a retail opportunity for sectors which have not been able to trade fully due to the impact of COVID-19. The ultimate aim is to keep the markets vibrant and attractive to customers, increasing footfall in the two centres further supporting the retail and food outlets in the area and the local economy.

The reimbursement paid will match, in full, the pitch fees paid each week. The table below shows the current charges which will be in place for the entirety of the scheme. The charges are in £/foot referring to the size of the market stall

The number of reimbursements at each market is capped. 'Signed on' traders will be reimbursed first, then any casual traders up to a maximum total of 50 pitch fees reimbursed each market.

The pitch fees for additional markets will also be eligible.

Only Active Market Traders who trade as part of the Fareham or Portchester markets are eligible for this scheme. All other businesses should refer to the Local Restrictions Support Grants Schemes and other ARG schemes

There is no need to apply for reimbursement under this scheme as these will be arranged via the market operators.

This scheme commenced on Monday 14th December 2020 and ran until the end of March 2021. An extension of the scheme is currently being considered. Full details of the scheme can be found here PDF (179 KB).

Additional Restrictions Grants for Taxi Licence Holders (ARG Taxi)

The scheme is available for holders of a current Taxi Licence issued by Fareham Borough Council, who live or operate in the Borough, who have not received any assistance under the Local Restrictions Grants Schemes or other Additional Restrictions Grants Schemes.

The scheme aims to assist the following 3 eligible groups:

Group A - ARG-Taxi (Op)

Group B - ARG-Taxi (Ve)

Group C - ARG-Taxi (Dr)

This scheme will commence on Friday 12th March 2021. There is no application form process involved. Eligible licence holders will be contacted directly. Full details of the scheme can be found here PDF (153 KB).

Business Rates Grants Schemes no longer available

Schemes – November 2020 to March 2021

The Government put in place a number of mandatory grants and discretionary grant schemes to assist business with the impact of the Coronavirus (COVID-19) between the November lockdown and the end of March 2021. These schemes had closed by 31 March 2021.

Local Restrictions Support Grants (Closed) (LRSG-C)

The Government provided grant funding for businesses who were forced to close when the Borough was in Tier 2, Tier 4 or National Lockdown restrictions.

Eligible businesses were ratepayers who had been open and trading in the premises on the day before the restrictions began.
The grant values were as follows:

Closed Business Lockdown Payments (CBLP)

On 5 January 2021, the Government announced one-off additional grants for certain types of businesses meeting the criteria of the LRSG-C scheme. 

Christmas Support Payment for wet-led pubs

The Christmas Support Payment for wet-led pubs (CSP) supported pubs in Tier 2 and Tier 3 areas that derived less than 50% of their sales from food. The grant was a one-off flat-rate payment of £1,000 per wet-led pub.  

Tier 2 or Tier 3 Restriction Grants - If not forced to closed (LRSG-O)

The Government has also provided additional grant funding for businesses who had not been forced to close but were severely impacted when the Borough was subject to Tier 2 or Tier 3 restrictions. This was the Local Restrictions Grant (Open) Scheme which was a discretionary scheme. Full details of the local scheme can be found here PDF (155 KB)

The scheme was open to businesses in the Borough in the hospitality, hotel, bed and breakfast and leisure sectors. Businesses which are in the supply chain and whose primary customers are in the same sectors, were also eligible for these grants.

Schemes – March 2020 to August 2020

The Government put in place two types of mandatory grants and one discretionary grant scheme to assist business with the impact of the Coronavirus (COVID-19) earlier in the year. These schemes closed on 28 August 2020.

Small Business Grant Fund - Now Closed

This was a grant of £10,000 payable to properties with a Rateable Value of up to and including £15,000.

Eligible properties included in this scheme were those which, on the 11 March 2020, were eligible for relief under the Business Rate Small Business Rate Relief Scheme (SBRR) (including those with a Rateable Value between £12,000 and £15,000 which receive tapered relief).

Properties that were not eligible for percentage SBRR relief (including those eligible for the Small Business Rate Multiplier only) were excluded. 

Retail, Hospitality and Leisure Grant - Now Closed

This was a grant of £10,000 payable to properties with a Rateable Value of up to and including £15,000.

For properties which have a Rateable Value of over £15,000 and less than £51,000, this was a grant of £25,000.

Eligible properties included in this scheme were those which, on the 11 March 2020, had a Rateable Value of less than £51,000 and would have been eligible for a discount under the Business Rates Expanded Retail Discount Scheme, had that scheme been in force at that date (occupied Retail, Leisure and Hospitality properties, including recently added betting shops, pawn brokers, estate agents, letting agents, employment agencies, casinos and gambling clubs).

Properties occupied for personal use (e.g. private stables and loose boxes, beach huts, properties used for hobbies and moorings) were excluded as were car parks and parking spaces.

Local Authority Discretionary Grants Fund - Now Closed

The Local Authority Discretionary Grants Fund was announced by the UK government on 2nd May 2020. This was a discretionary scheme for the Borough which closed on 28 August 2020.
