Business Rates, Business Grants and the Coronavirus (COVID-19)

There are a number of grants schemes in operation or development to assist businesses who have been impacted by the restrictions arising from the Coronavirus pandemic. Some grant schemes have now expired and are no longer available. You can find out more about these here.

Restart Grants

RSG - HPLC

 

Restart Grants

 

Business Rates payers who offer in-person services and whose main business  on 1 April 2021 is hospitality (food and drink), Leisure, Accommodation, Personal Care, Gyms and Sport.

 

One off payment of £8,000, £12,000 or £18,000 (based on the rateable value of the property)

ARG T3P1

 

 

Additional Restrictions Grants Tranche 3 Part 1

 

Businesses who would have been eligible for either ARG-T1 or ARG-T2P1 or ARG-T2P2 but missed the application deadline of 28/02/2021.

 

Total value of ARG T1 and T2P2 grants below.

£5,334 and £12,000 plus £2,500 top up

ARG T3P2

 

Additional Restrictions Grants Tranche 3 Part 2

 

Businesses who received at least one of ARG-T1, ARG-T2P1, ARG-T2P2 or ARG-T3P1, and who will have ongoing commercial property related overheads, but are not eligible for either of the Restart Grants.

Businesses operating from domestic properties are excluded from this scheme with the exception of B&Bs and Holiday Lets.

 

£2,800, £4,100 or £6,200 depending on the nature of the business's premises

ARG T3P3

 

Additional Restrictions Grants Tranche 3 Part 3

 

Business Rates Payers who did not receive the Local Authority Discretionary Grant earlier in the year, nor the Small Business Grants or Retail, Hospitality or Leisure Grants.

 

Top up of £2,500 to old and new applicants who are business rates payers

 

 

Eligible applicants will be contacted directly.

 

 

ARG T2P2

 

Additional Restrictions Grants Tranche 2 Part 2

 

Businesses with a minimum turnover of £10,000, who have suffered a financial loss of at least 15% during the January/February 2021 National Lockdown and who are not eligible for a Local Restrictions Support Grant.

 

One-off payment of  £5,334, £8,000 or £12,000 depending on the nature of the business's premises.

Top up of £2,500 for businesses operating from domestic premises or who are not rate payers but operate from commercial premises and who did not receive assistance under the previous discretionary scheme.

ARG-CSMA

 

Additional Restrictions Grants - Continued Support for Markets -Extended stall charge reimbursement scheme

 

Regular or Casual businesses who trade at the Fareham or Portchester Markets.

 

Varies depending on the frequency and cost of hiring the market stall between 01/04/21 to 20/06/21

 

 

Arranged via the Market Operator.

 

 

ARG-CSMB

Additional Restrictions Grants - Continued Support for Markets - Market trader loss of income

 

Regular businesses who actively trade at the Fareham or Portchester Markets.

 

£1,277 or £2,554 (based on trading at either or both markets)

 

 

Eligible applicants will be contacted directly by the Market Operator to complete a declaration form.

 

 

ARG-CSMC

Additional Restrictions Grants - Continued Support for Markets - Market Gazebo scheme

 

Businesses who regularly trade at the Fareham Market.

 

This will be decided after a tender exercise

 

 

Payment made directly to market operator who will issue the gazebos to the market traders.

 

ARG Taxi

 

Additional Restrictions Grants for Taxi Licence holders

 

Holders of a current Taxi Licence issued by Fareham Borough  Council, who live or operate in the Borough.

 

One off payment depending on the type of licence held. Grants only paid out on one licence type.

Operator Licence Holders: £8,930

Vehicle or Driver Licence Holder: £1,915

State Aid/Subsidy Control

State Aid is the financial support given to businesses by Government. The nature of the State Aid rules have changed as the country has now left the European Union.

Fareham Borough Council must be satisfied that all State Aid and Subsidy Control requirements have been fully met and complied with when making grant payments. If you are unsure whether the rules apply to you, please see this further guidance.

Restart Grants (RSG-NER and RSG-HPLC)

On 3 March 2021, Government announced the introduction of grant support for non-essential retail, hospitality, accommodation, leisure, personal care and gym businesses in England. The scheme is called the Restart Grant.

This support will take the form of a one-off grant funding scheme from 1 April 2021.

The primary principle of the Restart Grant scheme is to support businesses that offer in-person services, where the main service and activity takes place in a fixed rate-paying premises, in the relevant sectors.

The scheme is only available for Business Rates payers and they must have been trading on 1 April 2021 to be eligible to receive funding under this scheme.

There are two sets of grants available: 1) Non- essential retail and 2) Hospitality Leisure, Personal Care, Sports and Gyms. The value of the grant is calculated based on the rateable property of the premises occupied by the business as follows:

Non-essential retail premises

Hospitality, accommodation, leisure, personal care, sports and gym premises

If you think your business will be entitled to one of these grants, please complete this application form External Hyperlink.  Please note there are no automatic payments under the scheme and all businesses must complete an application to receive this grant. However, the application form contains a fast track route for previous applicants who have received a grant payment under the Local Restrictions Support Grants Schemes, which is activated depending on the answers given.

Additional Restrictions Grants (ARG-T1, ARG-T2 Part 1, ARG-T2 Part 2, ARG-T3 Part 1, ARG-T3 Part 2 and ARG-T3 Part 3)

The Additional Restrictions Grant Schemes provide support to businesses (including charities, non -profit organisations, community interest companies or similar organisations) who have not been forced to close but have suffered losses of at least 15% during the relevant periods of restrictions.

These Schemes are NOT available for businesses who are eligible for assistance under the Local Restrictions Support Grant (Closed) scheme. 

The scheme aims to assist the following 3 eligible groups:

There are currently 4 Additional Restrictions Grant Schemes available. ARG-T1 and ARG-T2 Part 1 have now closed

ARG – Tranche 3 Part 1

Grant payment to the 3 eligible groups whose application was submitted between 20 March 2021 and 23 June 2021. Payment value equivalent to T1 and T2P1.

Grant payment to business rates payers and businesses operating from a commercial non-rateable property.

Additional Restrictions Grants for Market Traders (ARG-T1M, ARG-CSMA, ARG-CSMB and ARG-CSMC)

These schemes are available for market traders operating as part of the Fareham and Portchester markets. The aims of these schemes are to support existing market traders, and to provide opportunity for casual or new traders to trade. Please note that ARG-T1M has now closed.

The schemes will also provide a retail opportunity for sectors which have not been able to trade fully due to the impact of COVID-19. The ultimate aim is to keep the markets vibrant and attractive to customers, increasing footfall in the two centres further supporting the retail and food outlets in the area and the local economy. ARG-CSMA – Extended Stall Reimbursements

This scheme is an extension to the ARG-T1M scheme which has now ended.The scheme will reimburse the amount paid by a market trader for their stall between the end of the T1M scheme and the end of the Government Roadmap step 3. This is expected to be for the period from Thursday 1 April 2021 up to and Sunday 20th June 2021. Full details can be found here PDF (194 KB).

The table below shows the current charges which will be in place for the entirety of the scheme. The charges are in £/foot referring to the size of the market stall.

The number of reimbursements at each market is capped. 'Signed on' traders will be reimbursed first, then any casual traders up to a maximum total of 50 pitch fees reimbursed each market.

The pitch fees for additional markets will also be eligible.

Only Active Market Traders who trade as part of the Fareham or Portchester markets are eligible for this scheme. All other businesses should refer to the other ARG schemes.

There is no need to apply for reimbursement under this scheme as these will be arranged via the market operators. 

ARG-CSMB – Market Loss of Income Grant

This scheme aims to support existing regular market traders at the Fareham Town Centre Market and the Portchester Market who have been affected by the national and local restrictions. This is a flat payment scheme for 2020/21 which covers the periods when the Borough of Fareham was in National Lockdown, Tier 4, or Step 1 of the Roadmap.

Market traders will receive 1/5 of this grant if they trade at either the Fareham Town Centre Market or the Portchester Market, for one day a week, or 2/5 of this grant if they trade at both markets.

ARG-CSMC – Gazebo Scheme

The Gazebo scheme will provide funding to the Council's market operator to purchase Gazebos for the market stalls in Fareham Borough Council colours to enhance the feel and appeal of the markets. The Gazebos will be distributed to the regular market traders and become their property.

Additional Restrictions Grants for Taxi Licence Holders (ARG Taxi)

The scheme is available for holders of a current Taxi Licence issued by Fareham Borough Council, who live or operate in the Borough, who have not received any assistance under the Local Restrictions Grants Schemes or other Additional Restrictions Grants Schemes.

The scheme aims to assist the following 3 eligible groups:

Group A - ARG-Taxi (Op)

Group B - ARG-Taxi (Ve)

Group C - ARG-Taxi (Dr)

This scheme will commence on Friday 12th March 2021. There is no application form process involved. Eligible licence holders will be contacted directly. Full details of the scheme can be found here PDF (161 KB).

Regional financial business support

The Solent Local Enterprise Partnership (LEP) in partnership with Crowdfunder, has launched a new fund targeted at small and micro businesses.  There is a maximum pledge of up to £2,000 per micro business (fewer than 10 employees) and up to £5,000 per small business (fewer than 50 employees), contributing to up to 50% towards the business's total fund-raising target.
