Business Rates, Business Grants and the Coronavirus (COVID-19)

There have been a number of grants schemes in operation to assist businesses who have been impacted by the restrictions arising from the Coronavirus pandemic. The schemes that are still available are detailed below.

There is also a new scheme called the Wider Business Support Scheme.


Some grant schemes have now expired and are no longer available. There is also national and regional support available.

Summary of the Schemes that are still available

ARG-CSMAe – Further Extended Market Stall Reimbursements

This scheme is an extension to the ARG-T1M and ARG-CSM schemes. The scheme will continue to reimburse the amount paid by a market trader for their stall from Monday 21 June 2021 up to and including Friday 31st December 2021. Full details can be found in the Additional Restrictions Grant (ARG) Continued Market Support Scheme  PDF (177 KB).

The table below shows the current charges which will be in place for the entirety of the scheme. The charges are in £/foot referring to the size of the market stall.

The number of reimbursements at each market is capped. 'Signed on' traders will be reimbursed first, then any casual traders up to a maximum total of 50 pitch fees reimbursed each market.

The pitch fees for additional markets will also be eligible.



Only Active Market Traders who trade as part of the Fareham or Portchester markets are eligible for this scheme. All other businesses should refer to the other ARG schemes.

There is no need to apply for reimbursement under this scheme as these will be arranged via the market operators. 

Additional Restrictions Grants for Taxi Licence Holders (ARG Taxi)

The scheme is available for holders of a current Taxi Licence issued by Fareham Borough Council, who live or operate in the Borough, who have not received any assistance under the Local Restrictions Grants Schemes or other Additional Restrictions Grants Schemes.

The scheme aims to assist the following 3 eligible groups:

Group A - ARG-Taxi (Op)

Group B - ARG-Taxi (Ve)

Group C - ARG-Taxi (Dr)

This scheme commenced on Friday 12th March 2021 and is due to close at the end of September. There is no application form process involved. Eligible licence holders will be contacted directly. Full details of the scheme can be found in the Taxi Driver Support Grant (ARG-Taxi) PDF (161 KB).

ARG - Tranche 4 Part 1 Events and Travel Businesses Roadmap Extension

The aim of ARG-T4 P1 is to provide support to events and travel businesses in the Borough of Fareham, who have been most effected by the 4-week extension to stage 4 of the Government roadmap that occurred from 21st June 2021 to 19th July 2021. 

This scheme is available to businesses who were eligble for assistance under the Local Restrictions Support Grant (Closed) scheme.

The scheme aims to assist the following 3 eligible groups:

State Aid/Subsidy Control

State Aid is the financial support given to businesses by Government. The nature of the State Aid rules have changed as the country has now left the European Union.

Fareham Borough Council must be satisfied that all State Aid and Subsidy Control requirements have been fully met and complied with when making grant payments. If you are unsure whether the rules apply to you, please see this further guidance.

Regional financial business support

The Solent Local Enterprise Partnership (LEP) in partnership with Crowdfunder, has launched a new fund targeted at small and micro businesses.  There is a maximum pledge of up to £2,000 per micro business (fewer than 10 employees) and up to £5,000 per small business (fewer than 50 employees), contributing to up to 50% towards the business's total fund-raising target.

National financial business support
