Fareham Borough Council to improve energy efficiency of Council homes

The Council’s social housing residents in Fareham are set to benefit from improvements to make their properties more energy efficient, following a decision by the Council’s Executive on 11 October to approve a new contract.

Fareham Borough Council can access funding as part of the second phase of the Local Authority Delivery scheme (LAD2). This scheme allocated £300million to Local Energy Hubs nationwide to help improve the energy efficiency of eligible properties through improvements such as insulation, or solar panels.

The LAD2 scheme in the Solent region is being co-ordinated by the SW Energy Hub and means that Fareham Borough Council will only be required to fund up to £5,000 or one-third of the cost of the works, per property. The LAD2 funding will take care of the rest and a total budget of £150,000 has been agreed by the Council to ensure this funding opportunity can be fully utilised.

It has also been agreed that Fareham Borough Council will enter into a contract with City Energy to deliver the scheme, as City Energy has also provided private homes in the Borough with the opportunity to apply for home efficiency improvements.

The scheme will be open until the end of the year and properties with an Energy Performance Certificate (EPC) of D or lower have been identified for this initial wave of works. A cap of £30,000 combined income per household has also been set to ensure the works target those who most need them.

Executive Member for Housing at Fareham Borough Council, Cllr Fred Birkett, said: “This funding offers us a unique opportunity to improve the energy efficiency of Council homes across the Borough at a greatly reduced cost. It will also enable those in low income households to benefit from major home improvements and lower bills in the future. This scheme fits perfectly with the Council’s ambition to provide greener housing as well as contributing to our Climate Change Action Plan”
