Building Welborne Beautiful

Fareham Borough Council warmly welcomes the formal submission of the first two in a suite of important documents, the Welborne Strategic Design Code and Welborne Streets Manual, that will dictate the design, look and feel of Welborne Garden Village.  

Exceptional design has always been at the heart of Fareham Borough Council’s vision for Welborne so that it is developed with a unique character and identity.  Once approved by the Council, these documents will set the exacting design requirements that all future development at Welborne should adhere to.  

We recognise that, in Buckland Development Ltd, we have a Master Developer that is demonstrating its commitment to delivering a carefully conceived Garden Village of the highest quality.  In producing these Codes, Buckland has engaged Ben Pentreath, as Welborne’s Town Architect, and Kim Wilkie, as Town Landscape Architect, both of whom are highly regarded in their respective fields. It will be their role to assess all development proposed at Welborne, on behalf of the landowner, to ensure it meets all the requirements of the codes, before submitting to the Council as planning applications for approval. 

Councillor Simon Martin, Executive Member for Planning and Development, Fareham Borough Council, said:

“The Building Better, Building Beautiful Commission highlighted the lost art of creating beauty in our built environment and the many new estates spoiling our treasured countryside.  Both the Council and Buckland are determined that Welborne Garden Village will be built to the highest levels of design.  It is so exciting to see that the considerable work undertaken by Buckland and its development team, this Council, and Hampshire County Council, has resulted in a submission with design principles that will ensure Welborne will be designed to the very high standard that we all want to see.”

The Strategic Design Code and Streets Manual, together with further information about Welborne, is available to view on the Council’s website Case Tracker (fareham.gov.uk).  

Any comments on either the Code or the Manual are welcome in advance of consideration by the Planning Committee, the date of which will be confirmed in due course.

The Streets Manual was approved by Hampshire County Council on 9 March.
