Council launches consultation on Fareham’s Town Centre Public Spaces Protection Order

Fareham Borough Council is inviting residents, businesses, and visitors to share their views on a proposal to renew the existing Fareham Town Centre Public Spaces Protection Order (PSPO) for a further three years. 

The PSPO, originally introduced following feedback from the community, aims to tackle issues such as drug use, alcohol consumption in public spaces and, aggressive begging, ensuring Fareham remains a safe and welcoming space for everyone.

The new proposal extends the existing PSPO with no amendments and will take effect from 30 January 2026 for a period of three years. It allows authorised officers to confiscate alcohol and drug paraphernalia, disperse individuals from a defined space and issue fixed penalty notices for those failing to comply with the conditions of the PSPO.

Residents can comment on the proposal via an online survey: https://online1.snapsurveys.com/yn2ybj until 10 November 2025.

Executive Member for Health and Public Protection, Cllr Joanne Burton, said:

"The current PSPO in conjunction with the increased use of CCTV has seen a reduction in the amount of drug usage within the town centre and has been used successfully to move people on and confiscate alcohol. The vast majority of Fareham residents act considerately, but the Council does receive complaints on occasion about people behaving in an inappropriate manner. While this new PSPO is an extension of the existing order currently in place, we still want to hear your thoughts on how we can help protect people's safety and enjoyment in our town centre."
